      Served as first California Environmental Quality Act coordinator for all public and private projects in then 50,000+ County seat charter city. Administered all CEQA consultant contracts. Performed other current planning work, processing wide range of development projects. Was City lead staff on establishment of archaeological preserves and first-ever vernal pool/wetland preserves in West Santa Rosa in order to maintain Federal and State regional wastewater treatment facility funding, consistent with NEPA and CEQA requirements. Project planner for controversial Wild Oak equestrian development next to then new Annadel State Park. State-of-the-art project environmental review ensured preservation of a pre-historic obsidian mine important to West Coast and further indigenous peoples that was partially on the Wild Oak site. Extensive experience working with archaeological and rare/endangered species sites, including vernal pools. Show less

      Managed staff and budget for the Planning/Code Enforcement divisions of a 50,000+ population charter city, the county seat of Marin County. Accomplished adoption without legal challenges of the General Plan 2000 and companion EIR, which were used as City policy for approximately 15 years without major modifications. Developed the first traffic mitigation fee program in northern CA in 1980. Also developed first inclusionary affordable housing requirement for private development in Marin County. Acquired hundreds of acres of high priority open space at no cost to city via agreements with developers. Show less Handled large, complex development projects and managed the preparation of 3 neighborhood plans (Peacock Gap, Gerstle Park, and Sun Valley/Fairhills) and the North San Rafael Sub-Regional Land Use and Transportation Study, with its innovative peak trip based local funding requirement of new and intensified development for transportation improvements. Not a shelf document, as most all improvements eventually funded and constructed, including the first locally financed and engineered Federal Highway over-crossing in Caltrans District 4. Show less

      Monitoring past projects and seeking new challenges!The San Rafael Tidelands, that first got protections in the 1980s from City of San Rafael when I was Planning Director there, have been recognized as part of a Wetland of International Importance!"The Ramsar Convention on International Wetlands added the San Francisco Bay estuary and many associated Marin wetlands to the list of wetlands of international importance. The Ramsar Convention provides a framework for voluntary international cooperation for wetland conservation. The US signed onto the Ramsar Convention in 1987. The inclusion of the San Francisco Bay estuary represents the nation's 35th "wetland of importance." Among the areas of the San Francisco Bay that are included in this designation are the San Rafael Tidelands, Tiscornia Marsh and Marin Islands, which are located within the San Rafael Bay. These areas have been long recognized by the Marin environmental organizations and fish and wildlife agencies for their wildlife value, particularly for waterfowl. San Rafael has been presented with a certificate from the Ramsar Convention confirming this designation and international status." Show less

Love being an interpretive ranger with a wide range of duties: staffing Visitor Centers; providing Trolley Tours on the 33-mile drive around the Rim; entertaining/educating visitors with my talks at the Sinnott Memorial Overlook and the Crater Lake Lodge, especially when the weather allowed being out on the back porch; swearing in Junior Rangers--of all ages; and even answering phones, email and snail mail!
