    • Michael Baker International

      Jan 2003 - Jan 2005
      Transit Practice Regional Manager

I led complex technical transit planning projects in Philadelphia, PA, Salt Lake City, UT, and Hartford, CT, including several large, FTA-funded transit projects such as the South Davis County Transit Feasibility and Alternatives Study in Salt Lake City, the 52nd Street Corridor Alternatives Analysis in Philadelphia, and the Cranberry Area Transit Study near Pittsburgh. Project content included alternatives analysis, design for transit, commuter rail planning, and long range municipal transportation plans. This work focused primarily on large capital infrastructure projects with significant engineering content, which gave me a strong understanding of the federal funding process, and the tools – technical, organizational, and social – needed to move a project forward. • KSK Architects Planners Historians

      Jan 2005 - Jan 2007
      Director of Transportation

I was responsible for managing transportation planning and design. Work included management of and technical work on a variety of transportation and land use planning projects. Projects included transit planning, multimodal corridor studies in urban and rural areas, multimodal district transportation plans, conceptual design of transportation facilities, and TOD and station area studies. Solving transportation problems linked to quality of urban life was a major theme of the project work. Coordination of interests of diverse participants was a common element, providing me with a solid knowledge of local stakeholders, issues, and potential conflicts/trade-offs between important regional partners. Peer review and best practice research was an important tool in educating and building agreement among stakeholders. Modal issues considered transit, pedestrian, bicycle, auto – and in one case horse and buggy transportation – and developing strategies that enabled them all to contribute to mobility and quality of life in the project area. Responsibilities• Developed a transportation planning business development strategy for the firm, capitalizing on strengths and existing skill sets. Built relationships with other firms specializing in complementary areas of expertise. Led the development of proposals including strategy, writing, budgeting, and scheduling. • Managed a variety of transportation and land use planning and architecture projects, including project scheduling, budgeting, work flow planning, and staff utilization. • Completed technical work including project goal and objective development, qualitative and quantitative analysis, and report writing.• Managed client relations including goal setting, project scope negotiations and management, and project review.• Communicated with stakeholders and public, including developing outreach messages, creating presentations, planning meeting content and logistics. Projects included the Washington/Western and River Corridor BRT studies for CDTA in Albany, NY, the SMART 1 regional transit study for SMTC in Syracuse, NY, and the CTfastrak BRT busway project in Hartford. They also included extensive public outreach, coordination between diverse stakeholders, and integration into the regional planning and funding process through the local metropolitan planning organization (MPO) – often with contentious issues to work through. Clients included state governments, MPOs, transit authorities, county governments, and municipal governments. Responsibilities• Managed transportation and land use planning programs including project scheduling, budgeting, work flow planning, staff utilization, resource management, and interoffice coordination. • Produced technical work including writing, analysis, goal and objective development, implementation plans, alternatives development and analysis, and final recommendations. • Developed funding programs, including state, federal, and other sources. • Managed client relations, including goal setting, project scope negotiations and management, and project review.• Developed new business, including outreach to potential clients, strategy development, proposal writing, and project teaming partnerships.• Created and conducted stakeholder and public engagement programs for multiple stakeholders including state, local and federal government entities, regional authorities, private institutions, business groups, and universities and colleges.
