I have written various Legal Memorandum for the General Counsel's office covering topics including: • "Changes to The Massachusetts Open Meeting Law;" • "A National Study of Inmate Fee's and the legal precedent in Massachusetts;" • "State Employment and the Massachusetts Tort Claims Act;" • "The Realities of 'Presentment' to a state office;" • "An Act Relative to the Regulation of Explosives, changes for 2010;" and • "Heller and McDonald: The need to rework Gun legislation in Massachusetts."Also, I have worked on bill/statute commentary, which is sent to the Governor's office to help their analysis on whether or not to sign bills into law. These commentaries have varied greatly, dealing with comprehensive issues like changes in the Motorcycle licensing procedures in Massachusetts to the smaller, more ceremonial bills, such as extending the mandatory retirement age for a local police chief. I also worked on identifying and analyzing various changes brought about by the signing of the highly anticipated CORI Bill. I was also able to work directly on crafting specific language for statutes, including regarding the proposed Uniform Code of Justice for the Massachusetts National Guard. Ensuring that the Code evokes the ideals of the military's Uniform Code of Military Justice. I've also helped create presentations explaining the legal effects of newly enacted legislation for consumption by non- lawyers in the office, as well as other departments which fall under EOPSS.
