I developed and managed the NOAA OLE team's coordination within US Government agencies, USAID Missions, NGO's and Southeast Asian governments and communities to deliver coordinated training to counter illegal, unreported and unregulated fishing.

      I wore two hats. One to manage The Pacific Northwest Climate Impacts Research Consortium (CIRC), part of the NOAA Regional Integrated Sciences and Assessments (RISA) program. CIRC connects the latest climate science with communities in the Pacific Northwest. My other hat was to support engagement with stakeholders in the Pacific Northwest using the coproduction model. Coproduction begins with the scientific methodology—defining a question, applying a method, collecting and analyzing data, and interpreting results—and adds a social component to incorporate local values and needs and local information in the development and interpretation of data. Coproduction becomes more than science as the discrete domain of experts. As a component of the Workshop, Ann also took the initiative to plan and lead a special invitational session focused on climate resilience efforts underway at Lalo (French Frigate Shoals). Efforts at Lalo are a high priority to the region given the location's importance to several endangered species. While planning the Workshop, Ann continually offered creative ideas for engaging Workshop participants across all sessions. Given the current protracted remote work situation, these ideas were particularly valuable. After nearly two years of remote interaction, the Workshop steering committee was searching for innovative ways to engage participants. Beyond suggesting interactive remote platforms, Ann recruited staff to assist with the technical production details of the Workshop (thereby averting much frustration during the Workshop), tested ideas with the NOAA Facilitators Forum, and prepared online platforms prior to the Workshop. As a result of Ann's efforts, the 5th Annual Collaborative Climate Science Workshop was fully devoted to staff interaction. Furthermore, throughout the Workshop preparations, Ann routinely volunteered to prepare needed materials. Ann Barlow was integral to the success of the 5th Annual Collaborative Climate Science Workshop. She has developed creative ways to facilitate the weekly SLB updates and to manage weekly meetings. She revamped our SLB meeting update process by creating a google spreadsheet to track our updates throughout the year. This new system is way easier and more time efficient for the senior leaders to manage. It also allows us to see all out SLB updates for the year… Show more Since coming on board in June 2020, Ann Mooney has done an excellent job of handling facilitation of PIRO's Senior Leadership Board. She has developed creative ways to facilitate the weekly SLB updates and to manage weekly meetings. She revamped our SLB meeting update process by creating a google spreadsheet to track our updates throughout the year. This new system is way easier and more time efficient for the senior leaders to manage. It also allows us to see all out SLB updates for the year in one location rather than having to open multiple files. The best part is that the new tracking mechanism does not require us to VPN into the network which saves time and efforts as many folks now have issues using VPN in the mandatory telework setting. Her work has saved us all time and frustration. She also revamped the way we track out meeting notes making it much easier to refer back to past decisions when needed. She also does an excellent job of getting out ahead of materials needed for upcoming meetings. Ann made all of these improvements quickly, with superior communication to all participants, and demonstrated excellent problem-solving skills, customer support, and adaptive management during the roll-out and implementation - despite being brand-new to PIRO and the SLB process. PRD assembled a team of staff to develop, and conduct PIRO’sfirst virtual public hearings in January 2021.This ad hoc team is being recognized for their noteworthy dedication, ingenuity, and excellentteam work in surmounting very challenging and unusual work conditions caused by theCOVID19 pandemic to ensure that PIRO PRD successfully and efficiently met the agenciesobligations and the needs of the public. This team conducted two very successful publichearings on NMFS’ proposed critical habitat in January 2021, after weeks of planning. Thegroup conducted the hearings online, on a virtual platform, and these were the first such virtualhearings for a proposed rule for the entire NMFS Protected Resources enterprise. Hearingpreparation was conducted under a tight timeline, following a request of the public to hold ahearing, and required much coordination during the holiday season. These hearings wereunusually complicated for a number of reasons including: the proposed rule was the first of itskind for this region and the Territories, so confusion ran high by members of the public; theprocess for proposing and designating critical habitat is extraordinarily complicated; and PRDproposed critical habitat for 7 coral species that are variously distributed across 17 proposedisland units in 4 US jurisdictions (Guam, CNMI, American Samoa and PRIA) making messagingand the timing of these virtual meetings a challenge.
