      The unit regulated higher education in New South Wales, and managed the approval process for non-university providers of higher education (non self-accrediting institutions) to be approved to operate in NSW and for their courses to be accredited.I case managed applications for registration as a higher education institution, course accreditation, and approval to provide courses to overseas students (CRICOS approval,) acting on a number of occasions as Principal Policy Officer with responsibility for managing the applications section of the Quality and Regulation Unit.Achievements included:• Supporting panels in their assessment of applications for institutional registration and/or courses accreditation for over a dozen institutions, including for approval of multiple courses and for the registration of an overseas university.       Working for Legislative Assembly Committees of NSW Parliament I supported the work of the Joint Standing Committee on Electoral Matters (JSCEM) and the Committee on the Independent Committee Against Corruption, a statutory oversight committee.In this role I provided complex procedural and other advice to Committee Chairs, including the preparation of briefing notes to assist in Committee deliberations. I also conducted and managed high-level research, and drafted of briefing papers, Committee reports and recommendations, and policy-related documents. As Committee Manager I managed the secretariat work program, staff workload and performance, and provided high level support to Committee members, including drafting minutes.Achievements include:• Successfully managed a sensitive ICAC inquiry into whistleblower protection and an active ICAC Committee program of research and writing, including the production of discussion and issues papers, two committee reports, and two background briefing papers on matters related to the ICAC, integrity commissions, and whistleblower protection.• Played a key role in the management of the JSCEM inquiry into the 2007 NSW State Election, and in the production of the inquiry report and provided procedural advice and oversaw the preparation of briefing papers to enable a new Chair of the JSCEM to embark on a new inquiry into local government elections.• Selected on merit to undertake the Parliamentary Law, Practice and Procedure professional development course (and accredited unit in the QUT Master of Laws), achieving a Distinction grade (82%).       TEQSA assumed the functions of AUQA in August 2012. I was a founding staff member of TEQSA, having come across to TEQSA from AUQA. At both AUQA & TEQSA my responsibilities included:• Quality audits of private providers and Australian Universities• Quality assurance of higher education in Australia.At AUQA specifically: • As Head, Non-Self Accrediting Higher Education Provider Operations I developed and managed AUQA’s approaches to NSA-HEP quality audits, the post-audit process and capacity building. This included managing a diverse team of support staff.• Managing country relations with ChinaAt TEQSA specifically my responsibilities included:• Liaison with professional accrediting bodies in relation to regulation.• Managing a provider team responsible for regulating a broad spectrum of higher education providers ranging from universities to small private providers.Achievements included: • Managing the quality audits six diverse private higher education providers, the University of Sydney and Queensland University of Technology as a full member of the Audit Panel with primary responsibility for writing the Audit Report.• Managing country relations with China, including negotiating the signing of MOUs with three quality assurance/regulation bodies.• Presenting conference papers, facilitating workshops, assisting with the Australian Quality Forum (AuQF), and by contributing to policy analysis, documents and projects. • Member of the Joint Steering Group (JSG) for the 2011 AuQF and the JSG panel to select workshops and final papers, including the winning conference paper.• Contributing to AUQA publications, projects and submissions relating to the higher education sector.       As Director, Planning & Quality I was responsible for ensuring a consistent approach to risk management and quality assurance and tertiary education regulation and policy across Laureate Australia encompassing Torrens University Australia, Think Education and Blue Mountains International Hotel Management School. I initially joined Laureate Australia as the Project Director for the Think Education re-registration project. Think was the first dual sector provider to undertake a joint Australian Skills Quality Authority (ASQA) / Tertiary Education Quality and Standards Agency (TEQSA) re-registration. Achievements included:• Successfully project managed Think’s concurrent re-registration as a higher education provider and a registered training organisation, with Think granted registration for the maximum periods applicable. This included developing internal communications for staff, overseeing external and internal audits, liaising with ASQA and TEQSA, developing and conducting \​workshops for staff to prepare for a complex site visit, and preparing documentation and submissions for the two regulators. • Oversaw the implementation of new Standards for RTOs across Think Education.• Developing a new Risk Management Framework based on a Balanced Scorecard approach and linked to regulatory frameworks applicable to higher education.• Expert member of the Laureate International Universities Global Quality Assurance Working Group which developed a global quality assurance strategy for Laureate International Universities. From this position I was the key driver of the redevelopment of LTS into the Educational Quality and Integrity directorate, which included centralising Working Integrated Learning under my leadership as this function moved from the current Schools. CQUniversity was re-registered as an Australian University, a Registered Training Organisation (RTO) and a CRICOS provider of courses to overseas students for the full seven year period with not conditions.This meant applying my knowledge and expertise across the Higher Education Threshold Standards, the RTO Standards, and the National Code to guide the University toward full compliance with legislative requirements, overseeing the accumulation of the required evidence for the re-registration applications and proposing improvements to policies, procedures and practices.From May onwards I had responsibility for the higher education and VET surveys team including QILT, VET surveys and course evaluations and the operation of the Academic Information Management System.
