  I am Executive Director Litigation/Legal at Oil and Gas Regulatory Authority (OGRA). This is an important regulatory authority of Pakistan, responsible to regulate the midstream and downstream Oil and Gas sector. Licensing for Oil Marketing Companies, transmission, distribution, and sale of Natural Gas, CNG, LPG, LNG and tariff determination as well as compliance and enforcement of regulatory laws are the main areas of responsibilities. OGRA has two separate departments to deal with matters of legal nature. One is Litigation and other is Legal department. Functions of Litigation department are relating to court cases of more than 6500 by end of 2016. To respond to Court Notices and preparing pleadings, documents, affidavits, appeals etc. To examine the evidence of technical departments to ensure compliance of civil procedure code and governing laws of Oil and Gas sector. Conducting research on legal issues and meetings with the outside counsels to ensure effective defense for court cases is one of the core responsibility. To ensure effective handling of Court Cases through hiring outside counsel and providing them legal support and monitor court proceedings; to attend court hearings as and when required and reviewing and amending pleadings prepared by counsel. As head of Legal department providing legal opinion and advice as in house counsel to the top management of regulatory authority in matters relating to Natural Gas, CNG, LPG, Oil, LNG and drafting & vetting of various documents, contracts, Notices, licences, notifications and formulation of rules and regulations.To ensure compliance and enforcement of Oil and Gas laws, rules, regulation, policies, and legal instruments, critically examine and analyze the policy documents, agreement between utility companies and consumers. To use preventive lawyering by reviewing various legal issues, correspondence, decision and other matters under the jurisdictions of the Authority and by making recommendations. Show less
