      While with WASTREN Inc., I held several varied roles, and was responsible for both cost reduction and business process improvement initiatives, as well as facilities engineering and planning activities.Value Engineering Specialist:General Management core staff for DOE Grand Junction Office (GJO) site. Created an innovative GJO site-specific Process Review effort, a cost reduction initiative that crossed all organizational boundaries, engaged all staff levels, and shared savings to all employees. The Process Review integrated traditional VE and USAF IDEF0 techniques, and evaluated more than 180 department and enterprise level processes and systems, and achieved 11% fiscal year budget reduction. VE program support to DOE-Headquarters.Lead Site Engineer:Responsible for 35 structures and 62 acres, including strategic planning, budget forecasting, and project management. Preparation of GJO site including former uranium mill and laboratories for transfer to local control. Decommissioned and demolished or renovated for reuse several formerly utilized radiological facilities including laboratories, ore mill buildings, and radiological instrument calibration structures.General Manager; Kestrel Alliance:Wholly owned subsidiary established to foster employee entrepreneurial ventures. New ventures included workplace health and safety, facilities maintenance, energy management, and management consulting services. As GM, my role was to assist other members with their strategic planning, business development and marketing, and proposals efforts. In this capacity I aided other Kestrel members to pursue and expand new ventures. The most successful ventures eventually spun off into separate entities.Personal ventures included program planning and VE workshops for several government agencies.- Master planning for mixed use public facility environmental remediation, and replacement structure.- VE facilitation for large municipal projects located in AZ, CA and NY. Monitored construction activities to avoid disruption of air-ambulance, emergency department / ambulance drive, medical office building access, and materials management operations.Key accomplishment:- Together with constructor, developed an alternate construction phasing plan for new utilities tunnel that retained full access to four high traffic pedestrian entrances including pharmacy, only access drive to Central Plant and Receiving Docks, and Emergency Department ambulance drive.Project Manager, Denver Health & Hospital Authority, Denver, CO. As Project Manager, managed renovation projects as part of $400+ million bond program. Remodel of new admissions area in main building. The MAHPP is now in the permanency phase where cottages are being placed on permanent foundations based on flood zone and local jurisdictional requirements. Foundations are wood piles set in concrete pier footings or dry stack CMU blocks conforming to HUD standard 3285. Responsible for Operations, which includes scheduling as well as construction inspections.Performing conditions assessments of approximately 600 buildings on three DoD installations located in NJ and VA. Prepared project scopes and ROM cost estimates to repair and restore buildings to meet code requirements for current or intended use.Value engineering services for municipal and state level agencies. VE efforts have included airport expansion, waste water reclamation plant for irrigation reuse, and highway maintenance projects.
