      Managed Storm Water Maintenance, Bridge Maintenance, and Rudee Inlet Dredge Operations bureaus with a combined staff of 93 and an operating budget of $9.3M. Responsibilities included: direction of operations to ensure high productivity and desired outcomes; personnel recruitment, training and development; and budgeting and tracking of expenditures. Storm water maintenance work included cleaning roadside and off road ditches and canals, repair and replacement of storm pipe and manholes, pump station maintenance and operation, lake dredging. Bridge maintenance included repair of concrete spalls, repair and painting for metal components, replacement of deck joint seals. Rudee Inlet is protected by a jetty and requires regular sand dredging to ensure safe harbor for both commercial and recreational boat access. City crews use a hydraulic dredge and are periodically supported by Army Corp of Engineers dredge support. Under emergency conditions, such as snow, flooding, and wind storms, directed crews in re-establishing roadways and vital services, including FEMA reimbursement for larger events. Show less

      Responsible for overall leadership and supervision of a Division of up to 180 employees and operating budget of $43M providing safe, reliable, and cost effective services including: curbside solid waste and recycling collections for 126,000 residents, operation and regulatory compliance of the Virginia Beach Landfill and Resource Recovery Center, customer call center, communications team providing recycle and citizen communications, and administrative functions including personnel management, budgeting, and procurement. City representative for the Regional Solid Waste Management Authority Board. Accomplishments include: •Reduced staff level by 28.5 FTEs over 6 years through a variety of efficiency measures, using technology, equipment changes, procedure modifications while maintaining exceptional service delivery and customer service.•Route Optimization reduced automated routes from 38 to 27 per day, reducing both personnel and equipment requirements with no adverse impact on service resulting in a $1.1M/year operational savings and a $2.75M reduction in equipment inventory.•Successfully transitioned funding from General Fund, to Special Review, to the current Enterprise Fund. Performed rate studies to determine appropriate monthly customer fee.•Established optimum equipment replacement schedule and required funding resulting in increased equipment reliability, lower maintenance, and increased salvage value. Collection vehicle inventory reduced from 115 to 91.•Enhanced safety through implementation of DriveCam, GPS, development of policies and procedures, improved training, and detailed accident and injury reviews.•Established a communications team to promote recycling and other sustainability practices, support the City Council appointed Virginia Beach Clean Community Committee, promote litter control through Keep America Beautiful affiliation.
