      •Secure Public Assistance funding from FEMA for Emergency Protective Measures, Temporary Repairs, Temporary Facilities, Permanent Repairs and Contents while maximizing insurance proceeds.•For a local municipality applicant I created Force Account Labor (FAL) packages over three Project Worksheets (PW's) that resulted in obligated and disbursed FEMA funds of over $3,000,000. This included reviewing time sheets of over 600 employees that spanned over a 1 year period and being able to confirm days worked and employees pay rates. Pay rate analysis included looking at 4 different categories of Overtime Pay as well as Fringe Benefit calculations. These funds were ultimately reviewed by an OIG auditor and all FAL funding was deemed eligible. •For another municipality I gathered all documentation and performed in depth analysis of $1,200,000 of Force Account Equipment (FAE) costs over two PW's, all of which were obligated and funded to the applicant. •Worked on a two man team that was directly responsible for increasing the applicant's total obligated dollars from $20,000,000 to $47,000,000 in a 24 month period.•Responsible for developing tracking systems that monitor documentation for proposals, quotes, contracts invoices and all force account data.•Compile Progress Payment Packages to present to FEMA and NYSOEM for reimbursement.•Supported efforts resulting in an increase of eligible 406 Hazard Mitigation funding from an initial estimate of $10 million to $15 million for repairs to docks, ponds, and a public golf course.•Initiated pre-closeout processes by compiling and organizing all necessary documentation required by FEMA: project worksheets, contracts and cancelled checks Show less

      • Managed the FEMA Public Assistance Recovery efforts, on behalf of NY based medical center for Tropical Storm Ida damage. • Oversaw a team performing QA/QC tasks for procurement documents, insurance policies, contracts, invoices, and proof of payments in compliance with FEMA regulations. • Corresponded with vendors that performed emergency work to verify their invoices are FEMA compliant and support maximum FEMA reimbursement.• Managed the Essential Elements Information inquiries on Grants Portal ensuring the applicant is as up to date regarding EEI questions and documentation uploads.• Identified approximately $6 million in potential eligible costs for reimbursement and are currently determining eligibility for scopes of work and financial documentation for requests for reimbursement from FEMA. Show less •Worked with an Electrical Utilities Company (PSEG/LIPA) as a Project Controls Manager on a $800M Hazard Mitigation Storm Hardening Project.•Oversaw a team 4 ICF employees and the roles and tasks of an additional 3 who work for the client.•Managed the Circuit Closeout Completion Package Process. The CCCP's are the documentation packages consisting of all the Financial and Technical data that aligns to a given circuit. These packages primarily consist of Engineering Design Packages, Permits, FEMA Compliance checklists, Final As-Built, Final Bill of Materials or BOM, and contractor invoices (construction, engineering, materials manager, legal, accounting, project management).•Supervised the materials manager daily to ensure the right quantity of materials are being shipped out to the correct circuits. This is based off the design package and what materials were called for on a given circuit.•In charge of submitting credits to the contractors that derive from invoice discrepancies. This largely involves discovering excess materials charged to a circuit than what was actually used for construction. This discovery is found on paper and through the technical team who performs circuit walkdowns and can see what materials were used per pole.•Types of materials under the most scrutiny: Poles, Cross Arms, Lightning Arresters, Cutouts, Secondary Wire/Cable, Primary Wire/Cable, Transformers, Switches, Clamps and Deadends.•Responsible for reporting the mileage constructed, switch installations & cash forecast vs actual #'s on a monthly basis to upper management. These #'s are put into decks for monthly consumption so that decisions can be made on how to become more efficient.•Responsible for creating journal entries for Owner Furnished Materials (OFM) and Supplemental Materials (Sup-Mat) program wide.
