      He was selected and assigned to the NATO Command Structure Joint Force Command Naples Headquarters (JFCNP). As the Head of the Military Personnel and Manning Branch/ J1 Deputy, Col HOXHA deliberately involved himself in a wide range of Human Resources activities, such as the implementation of the JFCNP New Peacetime Establishment (PE) and the Combined Joint Task Force Unified Protector (CJTFUP) Crisis Establishment (CE), the Crisis Response Exercise Planning Process, and the Execution Phase for all JFCNP’s Exercises. He also worked continuously to advance NATO Response Force-related issues. During OUP, he was assigned as the HRM. Head in the CJTFUP HQ where he was fully engaged from the outset of the planning process, through the execution phase, to the termination of the operation and CJTFUP HQ completion. His stellar performance has earned him a plethora of accolades to include several meritorious service medals, and in 2012 he was selected as JFC Naples military man of the year. Show less

      Contribute to the overall work and development of the Strategic Human Resource Management (HRM) system. During his deployment in support of Resolute Support Operation, he was responsible for Train Assist and Advise (TAA) visits to senior leaders of the Afghan National Army (ANA) from colonels to three star general leaders. His expertise spans many specialties to include areas such as manpower planning and personnel reports, recruiting, automatic HRM, career assignments, promotions, civilianization and human resource policies and regulations. As chair to a number of working groups and sub-working groups he was able to identify many problems affecting the ANA, develop and successfully implement the best courses of action. His leadership provided inspiration and motivation, not solely to his immediate staff but to other directorates and countries including Germany, UK, US, Australia and many others. He had the uncanny ability to bring together many nationalities and inspire them to work together as ‘one team’ in order to accomplish the many missions presented. He was personally responsible for leading and implementing a number initiates to include implementation of the Afghanistan HRM Information System, developing and obtaining approval to the first ever ANA Manpower Plan, and the Afghan National Recruiting Strategy and providing HRM input to the Afghan Readiness Report.
