      Governor's Management Fellow

The Governor's Management Fellows program is a highly competitive two year commitment to public service (http://www.tn.gov/governor/topic/fellowship). In this role, I am dedicating my time in service to TennCare and health policy development for the state. • Implement Tennessee's SIM (State Innovation Model) Grant with a focus on our primary care transformation strategy to implement both Patient Centered Medical Homes (PCMH) and Health Homes. • Manage the funds release process for the SIM Grant. To date, the State has awarded 7 sub-contracts. I liaise between these 7 awardees and federal personnel to ensure that funds are released and activities of the contract are on track.• Manage the initiative's stakeholder communication materials. I write and send the initiative’s newsletter and prepare our meeting materials for the bi-weekly Payer Coalition Meetings and the monthly Provider Stakeholder Groups.• Research federal health policy updates and opportunities. Examples include: o The Delivery System Reform Incentive Payment (DSRIP) Program, a potential funding source for which I produced a memo for TennCare executive leadership to consider. o 1332 Waivers, an opportunity outlined in the Affordable Care Act which may allow states to modify certain aspects of the ACA. o The state's Essential Health Benefits (EHB) benchmark plan, the commercial insurance plan which serves as the benchmark for all plans sold on the Marketplace.• In December 2014, I became involved with the HCFA policy team’s work on Insure Tennessee. I participated in weekly calls with Centers for Medicare & Medicaid Services (CMS) to negotiate Tennessee’s proposal. I lead the development of the Healthy Incentives for Tennesseans (HIT) Accounts, which were designed to encourage healthy behaviors be offering enrollees discounts on co-pays and monthly premiums.
