Designed and project managed over 1000 new UMTS sites and over 1500 UMTS 2nd and 3rd carrier sites across the state of South Carolina, Asheville, Charlotte, and Greensboro. Responsibilities included: - Creation of site designs that take into account numerous sector level variables and considerations, and doing so such that they fit into the big picture taking into account goals and costs that look beyond into the next few years. - Preparation of numerous datafill such as Node B MSC definitions, E911, RND CIQ, complex UTRAN relations, etc. - All code and frequency planning for South Carolina. - Managed and coordinated complex retunes  - Created and maintained designs in the Atoll design and prediction tool including complex system modifications that were designed and modeled in order to simulate KPI’s for approval by RAN headquarters. - Managed and supported the construction phase of expansion projects to ensure construction was matching designs while ensuring minimal impact to the existing network. Show less The SFL RF Planning and Support department consisted of four subgroups, each of which played an integral part in the overall network of over 1000 cell sites. The subgroups consisted of Traffic Engineering, Frequency Planning, Network Planning, and Data Performance Engineering. The department consisted of a staff of six employees. - Responsible for the market Traffic Action Plan, which ensured capacity needs were met before demand. - Oversaw and managed all voice channel forecast activities (DVCF) as well as weekly Regional Top 50 Blocking call responsibilities. - Responsible for market performance levels and quality indicators, and speaking to these indicators on weekly regional calls. - Managed all activities related to frequency carves and hopping plans. - Responsible for all activities related to BSC rehome planning, capacity engineering, and integration planning. - Responsible for the monitoring and performance of the EDGE/GPRS data network. Show less During this period, the SFL RF Performance department managed over 430 cell sites that spanned from Vero Beach to Key West. SFL was noted for maintaining a dropped call rate that was the lowest in the company year after year. Over the course of eight years, my experience in the Performance group began as an RF Engineer II and ended as an RF Engineer V. Management experience consisted of 4 direct and 2 indirect reports. - Managed all major Performance projects that spanned the market over the eight-year period. Most of these projects consisted of new innovations never before tried in the cellular industry of that time. - SME for the market on all new Lucent base station systems. - Was responsible for TDMA and GSM system performance in Dade, Broward and Palm Beach counties to meet specified KPI’s. Responsibilities included management and development of four RF Engineers, fault detection, analysis and resolution, interference management by way of antenna modifications, parameter scrubs, network optimization, and GSM Conditional Acceptance.
