      Mr. Lore supported DOE-LM over 7 years on multiple 3.9 million dollar 8(a) set-aside contracts to include: operations supporting legacy sites of WWII and Cold War radioactive and chemical waste environmental contamination and hazardous materials post-closure responsibilities, Financial, Audits, and Contracts Services (FACS), and Coordination, Operations, and Guidance (COG) Teams. Job duties included but where not limited to: Formulation and Identification of SOPs, DOE-LM Staff Interviews, Note and File Retention, Drafting and Finalizing Process Flows, and Identification and incorporating DOE and DOE-LM form and templates. Additional research and development include: DOE Orders, DOE-LM Supplemental Directives, Staff Notes and Directions, and DOE-LM Contacts. Mr. Lore managed sub-contractors and lead a team to update and expand on the previous Stakeholder Survey by conducting communications outreach satisfaction survey to gauge the effectiveness of DOE-LM’s communication and outreach strategies by visiting identified DOE-LM Sites. Additionally, Mr. Lore lead a team to support American Recovery and Reinvestment Act (ARRA) funded opportunities through conceptualization to completion for the Contractor Transition Service Program (CTSP). CTSP provided virtual outplacement services for an unlimited number of displaced workers across the U.S. Department of Energy, Office of Environmental Management (DOE-EM) environmental cleanup sites. Mr. Lore created SOPs for day to day operations, enhancing the quality management program and assisted with knowledge management, compliance, and site safety and security support for critical duties. Mr. Lore was the on-site lead and safety liaison for PSA personnel for multiple corporate clients such as DuPont, Constellium, and Menlo Logistics.       Mr. Lore transitioned to TIVC to continue supporting the U.S. Department of Energy, Office of Legacy Management (DOE-LM) contract efforts for 8(a) direct award 3.9 million dollar time and material (T&M) contract. As Operations Manager for TIVC, Mr. Lore oversaw strategic business support services to multiple government agencies and developed and managed corporate safety, security, and quality policies. Duties included contract overview, corporate compliance, development of policies, subcontractor oversight, development of teaming/subcontractor agreements and NDAs, and provided client/vendor support. Additionally, he provided oversight of proposal department, development and implantation of corporate safety, security, and quality programs (ISO 9001:2015), conducted contract negotiations, and ensured contract execution while maintaining zero safety incidents and exemplary quality control throughout the company. As corporate lead for Operations Mr. Lore participated in strategic planning and knowledge management programs to assist with small business growth and corporate policy implementation and compliance for safety, quality, and compliance.       Mr. Lore provided Project Management skills to manage, coordinate and administer multiple contracts supporting the U.S. Department of State Office of Operational Medicine’s (MED/OM) and Diplomatic Security (DS). In supporting DOS Mr. Lore acted as SQL database administration for lifecycle and inventory management system Maintenance/ Medical Asset Visibility System (MAVIS), project interface to client and vendors, established a certified approved vendor list, and ensured quality control program was compliant with 21 CFR 820. All three contracts where Firm Fixed Price Contract (FFP) Indefinite Delivery / Indefinite Quantity (ID/IQ). Mr. Lore applied his knowledge to fulfill task order quotes and personnel management skills for medical kits and supplies for over 2 million dollars of on-hand inventory. His auditing approach and reorganization of inventory guaranteed 100% accuracy on production floor and ensured production schedules met demands for current/future orders. With this approach Mr. Lore was able to clear a backlog of orders by working with current vendors and identifying new suppliers and distributors. Mr. Lore managed a staff of 12 production personnel, 3 administrative staff, and assisted the quality team to develop the quality management system (QMS) to establish compliance with local, state, and federal regulations. In support of the QMS he development and updated engineering drawings, standard operating procedures, and process flows for over 30 medical kits. Mr. Lore managed a secure facility in accordance with FDA 510K registration and compliance, 21 CFR Part 820 compliance, Automation and Reports and Consolidated Orders System (ARCOS), The Drug Supply Chain Security Act (DSCSA), and State and Federal DEA Distributor License of Controlled Substances laws, and DEA 21 CFR 1301.72(a) and (b).       Mr. Lore provides supplemental work force integrations within the existing Naval Nuclear Laboratory (NNL) / Naval Nuclear Propulsion Program (NNPP) Bettis Atomic Power Laboratory (Bettis) Material Evaluation Laboratory (MEL) and Alpha Facility (Alpha) under prime contractor Flour Marine Propulsion (Flour) contract. These efforts support decontamination and decommissioning (D&D), development of radiological engineering technical work documents (TWDs) and on-site field support to assist in the remediation of radioactive materials (RAM). Mr. Lore is engineer of radiological worker (ERW) certified, contamination worker (CW) certified, and waste designator certified to assist with radiological controls, removal and disposal of radioactive systems, paint, and other contaminated components, machinery, piping, and ventilation systems in compliance with Lab-RC-0288 (Radiological Controls Manual). Mr. Lore assists with various non-hazardous and hazardous remediations such as polychlorinated biphenyls (PCBs), mercury, beryllium, solvents, and lead within control systems activation corrosion products (ACPs), mixed fission products (MFP), transuranic (TRU), thorium (TH), highly enriched uranium (HEU), and light water breeder reactor (LWBR). Mr. Lore directs the use of contamination controls, trained work practices, and surveys for the removal, decontamination, and completion of work evolutions by developing step-by-step technical work documents (TWDs). Mr. Lore applies radiological fundamentals for alpha, beta, gamma, and neutron radiation/contamination to calculate dose rates, exposure rates, stay times, and dosimetry placement to ensure the safety of workers. He calculates conversations for contamination and radioactivity between curies, roentgen equivalent man (REM), and roentgen (R).
