      II. Project DescriptionAnchorage Regional Landfill (ARL) has been operating since 1987 following the closure of the Merrill Field Landfill. The ARL is owned by the Municipality of Anchorage (MOA) and runs as the Division of Solid Waste Services (SWS). Currently the ARL is operating at 137 acres and is the only deposition point for collected municipal solid waste within the MOA boundaries. Leachate produced from ARL is collected and transported to the Anchorage Waste and Water Utility’s (AWWU) treatment plant, the John M. Asplund treatment facility, via truck loads. The estimated remaining lifespan of the landfill is estimated at 35 years; however, in recent years leachate generation has reached operational capacity at around 70,000 gallons per day. Some of the issues leading ARL into looking at leachate minimization alternatives include:• The operational & maintenance cost of hauling leachate from ARL to AWWU (≈20 Miles)• AWWU’s National Pollutant Discharge Elimination System (NPDES) Permit issued by the EPA is in question, jeopardizing the only treatment facility accepting ARL’s leachate.The design and implementation of a new masterplan to reduce leachate production and generation is pertinent to ensuring that ARL will continue to be able to serve the MOA and its stakeholders effectively.
