  Ms. Howe has experience in both water treatment and potable reuse treatment. She was the lead Process Design Engineer for a potable reuse facility in Northern California. Ms. Howe is also experienced in regulatory permitting of water and potable reuse treatment facilities. Ms. Howe also has been actively involved in the preparation of procurement documents for Design-Build-Operate (DBO) and Design-Build (DB) surface water treatment facilities. She has experience in source water integration studies and associated corrosion control, and ozone and manganese removal bench-scale studies. Ms. Howe is also experienced in bench-scale and pilot-scale testing of water treatment processes. Her water treatment process experience includes an extensive pilot study evaluating and comparing alternative high-rate treatment processes and alternative disinfection-oxidation scenarios preceding the design and construction of a large 100 mgd water treatment facility treating water from the Delaware River. Additional process experience includes ozone plus biofiltration for disinfection by-product (DBP) control and granular activated carbon (GAC) filtration for optimization of DBP precursor removal. Ms. Howe’s experience in water treatment includes source water assessment; bench-scale studies for disinfection by-product (DBP) control, ozone demand, and manganese removal; pilot-scale treatment studies to inform process train selection and full-scale facility design; and source water integration studies for corrosion control.
