      Responsible for pre and post award functions to include but not all inclusive; acquisition planning, market research, advertising of requirement, assisting with statement of works/performance work statements, negotiations, awards and modifications. Specialized services include the disposition of real property, HUD homes by Management and Marketing (M&M) contractors. Acquisition planning to ensure agency small business goals are achieved. Senior contracting officer duties include assisting junior contracting specialist with requirements by conducting PEER review and assisting with pre and post award functions.       Serve as the Division Chief/Contracting Officer for 3 Regions to include Atlanta, Boston and Philadelphia Regions for the procurement and administration of Job Corps (JC) Center contracts within the 3 Regions. Responsible for cradle to grave of JC procurements which includes but not limited to pre-award and post award actions for Cost Reimbursement and Firm Fix Price type contracts. Assign work to the Contract Specialists in the agency procurement writing system (PRISM/AMS). Review the work products of the Contracting Officers and Contract Specialists supporting the Regions and sign as the Contracting Officer on awards, modifications and other documents. Additional duties includes but not limited to serving as the Source Selection Official, reviewing CPARS as Assessing Official, review/approve/disapprove eSRS, provide contracting guidance to program office to include CORs and special assignments as requested by National Office. Ensure contract actions adheres to the Federal Acquisition Regulation, DOL Acquisition Regulations, Federal Appropriations Law, and the Workforce Innovation and Opportunity Act (WIOA).
