      Selected for his unique Special Operations experience, he helped his team to implement the Information Operations Academy. The IO Academy immersed our deploying Field Support Teams (FSTs) in complex scenario-based training enviornoments. The design of the Academy integrated the key components and attributes necessary to successfully deploy worldwide.Information Operations is a category of direct and indirect support operations for the United States Military. IO are described as the integrated employment of psychological operations (PSYOP), military deception (MILDEC), operations security (OPSEC), electronic warfare (EW), and computer network operations (CNO). These specified supporting and related capabilities are designed to influence, disrupt, corrupt or usurp adversarial human and automated decision making while protecting our own interests. Show less

      Assigned as a Platoon Leader of a 35-man platoon. While deployed to Helmand Province, Afghanistan for 15-months, Captain Mineo was responsible for numerous lethal and kinetic counter-insurgency operations. Building the reputation as the agile and adaptive Platoon Leader, he was the Commander’s decisive operation for nearly all major combat operation for 15 months. Captain Mineo successfully assisted in the removal of the oppressive regime from his assigned area of operation while protecting the local population from the embedded Taliban insurgents.       Platoon Leader 1st BN, 75th Ranger Regiment

      Served as a Ranger Rifle Infantry Platoon Leader who directed, trained, and employed a 41 person unit comprised of three rifle squads, a weapons squad, and $1.5 million of equipment. Deploying three times to Iraq and Afghanistan, Captain Mineo planned and conducted hundreds of joint special operations raids and conventional infantry operations in support of U.S. policies and objectives.Hand selected by the Task Force Commander as the Legal Liaison Officer, he created a legal system for Warrant Based Targeting in accordance with the Iraq Security Agreement of January 2009. Through his system, he created a partnership with the Iraqi Special Forces and the Salah ad Din Provincial Supreme Court Judges to reestablish the Iraqi criminal justice system to bring to trial and to prosecute civilian criminals and international terrorists.       At The Johns Hopkins University, Captain Mineo served as the Assistant Professor of Military Science and the Director of Scholarships and Enrollment for the Military Science ROTC program. He ensured mission success for three commissioning classes from five diverse and geographically separated partnership Universities. He also developed and initiated a rigorous functional fitness program which directly resulted in the highest Army Physical Fitness Test scores in the country at the Leadership Development and Assessment Course during summer training. Upon his departure, the Johns Hopkins University ROTC program ranked fourth overall out of more than 250 ROTC programs in the country. His efforts in recruiting for The Johns Hopkins University ROTC program led to several new engagements, markets with other Universities, and local community organizations which immediately yielded prospects for the program. Captain Mineo established an enduring partnership with the Asymmetric Studies Institute and the JHU Military Science Department. This relationship increased the battalion’s public image and presence both on and off campus and in nontraditional areas for recruitment. His efforts at partnering with civilian organizations, while emphasizing academic achievement and success, are congruent with the best practices for developing young leaders and cadets. Show less

      Selected as the first Commander of the Army’s $96 million premier solution development center established to increase soldier survivability and innovation. Currently the majority of the Army’s solution development occurs in and is driven by operations in theatre. With operations in Afghanistan drawing down, the Army requires a venue for current, relevant, and innovative solution development that can support worldwide operational requirements for Regionally Aligned Forces (RAF) as well as other forces with a global response mission. The Asymmetric Warfare Training Center (AWTC) provides the Army with a cross disciplinary venue for innovative and rigorous solution development. The ABL is a process of combining physical structures, collaborative partnerships with unique capabilities that leads to enhanced Soldier survivability and combat effectiveness. The AWTC has the resources and facilities to become the leading agent for experimenting, developing, assessing and demonstrating solutions. Through continuous partnerships with conventional units, special operations forces, interagency organizations, academia and industry , the AWTC will have the ability to lead the Army in capability gap mitigation in a collaborative environment. Success of the AWTC is measured through both quantitative and qualitative means and is assessed at the tactical and operational level through increased Soldier survivability and combat effectiveness. Success of the AWTC ultimately depends on AWG’s ability to rapidly mitigate emerging threats through experimentation and partnership with external agencies. The power of the AWTC is the unique unity of effort – the ability to rapidly conduct solution development in a repeatable environment with all key players under one roof. Show less

      Operations Officer for Easy Squadron in a Brigade-level unit comprised of officers, non-commissioned officers, Department of the Army civilians and contractors organized in five (5) squadrons and a Group headquarters. Manage and resource multiple Troops to include- Recruiting, Assesment, and Selection Troop, Leadership Development Troop, and Training Troop. Responsible for a 96 million dollar facility that supports the Asymmetric Warfare Group's mission of rapid material and non-material solution development, as well as adaptability and resiliency training, and forms of combat training. The facilities provide a secure location for the replication of complex operational environments, and development of assessment of Tactics, Techniques and Procedures. Easy Squadron Operations also supports micro-experiments and solution development to inform TRADOC's Network Integration Evaluations (NIE) and capability development efforts. Manage and maintain the 300 acre compound consisting of a headquarters and associated barracks, urban complex, training, maintenance, and administrative facilities to include four off-site ranges- 800m known distance range, 12 mile mobility range, light demolitions range, and an indoor range.
