Nov 2001 - May 2022Under the supervision of a Branch Chief, a Senior Bridge Engineer in the Office of Specialty Investigations at Structure Maintenance and Investigations (SM&I), the incumbent is responsible for: (i) performing inspections of the structural elements and functional systems of up to 100 in-service tunnels and/or up to 60 in-service moveable bridges on the State and Local highway networks, (ii) reporting the results of these inspections in comprehensive written reports, which include the inspection findings, condition states and quantities of the elements and defects, maintenance work recommendations and inventory data, (iii) identifying, reporting and managing critical findings of tunnel or complex bridge damage, and (iv) developing specific inspection procedures (inspection plans) for tunnels or moveable bridges. For the past four years I have been the state of California's "Subject Matter Expert" on Functional Systems in complex tunnels & tubes and lead the effort to renovate 16 of the 32 tunnels and 2 tubes. A very important part of the job was to establish and maintain cooperative relationships with the various Departments and their employees. Show less Design, development, and implementation of the Marine Pile Driving Energy Attenuator (aka Air Bubble Curtain - ABC) used in the construction of the foundation on the San Francisco-Oakland Bay Bridge New East Span Seismic Safety Project (SFOBB-NESP). Responsible for the analysis and review of the contractor's Air Bubble Curtain design submittals. Was later given the responsibility for the research & development, design of the final Air Bubble Curtains that were used to construct the foundation on the SFOBB - NESP.Made changes to the design parameters when the ABC did not meet the performance criteria set forth in the Biological Opinion and specs. There was a take authorization for the SFOBB-NESP. However, when fish and marine life were taken the criteria required the contractor/owner to use the best available technology to mitigate the loss of marine life. Also conducted the implementation and oversight when changes were required when the performance of the Bubble Curtain did not meet the requirements of the Biological Opinion.Projects the Marine Pile Driving Energy Attenuator were used on:1. This is what the team accomplished:1. Developed a standard suite of electrical parts to reduce our inventory and to streamline our manufacturing processes.2. Sought out and used the best manufacturing processes for building the harnesses.3. Developed and implemented a submittal process to generate checked and approved drawing sets before going to production.4. Worked with our Parts Department to streamline the purchasing process for the EWHAIT team. This included but was not limited to cultivating local vendors to reduce our delivery time and shipping cost. 5. HQ Parts setup a sub shop so that the EWHAIT team could manage and maintain its own parts inventory. 6. Developed a business plan to build the infrastructure required to build the harnesses in house. This included converting three stalls in A-Shop and constructing the wiring harness room. 7. Acquiring all of the equipment necessary to build the harnesses and developing the automated processes in order to build them in the most efficient and cost effective way.8. The team’s goal was to be able to beat our competitor’s (outside vendors) on quality and on time delivery. Because of our low volume of work it is not likely that we can compete on cost.9. Train a group of HEM’s in the new manufacturing practices and how to operate all of the new automated equipment.During this 15 month period the team manufactured and installed the following:1. 1460 Harnesses for the contract vehicles. 2. 46 Harnesses for the V-Body Sanders.3. 50 Harnesses for the Toyota Rav4’s.4. 20 Harnesses for the 9 Foot Cargo Trucks.5. 6 Harnesses for the MC 05393 Spray Trucks.6. 37 Harnesses for the 4 Yard Plow Trucks.7. 11 Harness for the 10 Yard Plow Trucks.
