In this role, he serves as principle medical advisor to the commander and staff and is responsible for the integration of DoD medical assets internally and with other agencies in support of military response to civilian disasters, combating terrorism and protecting Americans. The role of the IC is to facilitate the anticipation, integration and synchronization of Interagency activities to ensure mutual understanding and unity of effort. US NORTHCOM cooperates with key Private Sector/NGO stakeholders to “advance understanding, increase unity of effort and enhance capacity in mitigating the effects of natural or man-made disasters”. He performs direct medical services in department clinics as needed; serves as the medical consultant for clinical services and provides final approval for all protocols. He works with Office of Communication to develop public health information to meet the public health information needs of the community to include message development and media response. He serves as a medical public health educator, including delivering lectures to community groups regarding health, health issues and programs as required. A US Navy flight surgeon, he planned to use his Fielding School training as preparation for a position at the United States Northern Command as principle medical advisor to the commander and staff responsible for the integration of medical assets in support of military response to civilian disasters, combating terrorism and protecting Americans. Having served in the military for many years prior to coming to UCLA, Captain Terbush often describes his time here as his “year without socks.” The more relaxed atmosphere of the classrooms was a welcome reprieve from active military service, disaster response, and international humanitarian work that he conducted in more than 80 countries throughout his career. Since retiring recently from the Navy, Captain Terbush has broadened further his work in public health. He teaches courses on disaster public health at the University of Colorado, and is active in research, publishing and speaking on this topic. He serves on the Advisory Board of Peak Military Care Network, which helps military personnel, veterans and their families navigate complex systems and access the integrated services they need. He also serves as Vice President of the El Paso County Board of Health, which promotes and protects public health and environmental quality in Colorado’s most populous county. Captain Terbush has also brought his expertise in disaster preparedness and response to the private sector, providing consultation in the areas of addressing vulnerability to cyber disasters and building the resiliency of healthcare facilities’ critical infrastructure.
