      Programme Advisor: Monitoring, Evaluation & Learning (Institutional Funding) Responsibilities:To lead the design, set up and implementation of high quality MEL frameworks for Christian Aid Institutionally funded Governance Service Contracts in the Africa region. Collaborating with a variety of colleagues to develop quality MEL and PCM systems to capture qualitative and quantitative results in an adaptive framework. Responsibilities also included leading on evaluations and baselines, writing funding proposals, supporting staff & partners overseas in the set up and delivery of PCM/MEL in the field and annual reporting and planning.Achievements to date:• Led the design and delivery of MEL frameworks for governance programmes in Sierra Leone, the DRC and Ghana which enabled the effective capturing, analysis and use of meaningful results that demonstrate change at community level.• Managed the MEL/PCM implementation in country to ensure country programmes were running in an efficient and timely manner leading to high quality delivery and the capturing of qualitative and quantitative results at outcome level.• Colleagues in the Africa region improved their skills on PCM, project management, annual reporting and planning due to the provision of quality support and guidance. • Funding proposals to DFID completed resulting in winning a number of tenders for governance/health programmes. Show less Programme Advisor Performance - Africa Responsibilities:Leading on technical guidance and support to twelve Christian Aid Country Offices in Africa on MEL, PCM, strategy development and implementation, reporting and planning, programme management and performance.Achievements:• Led on the delivery and coordination of technical support to Africa Country Programmes and local partners on strategy development, annual reporting and planning resulting in high quality and realistic strategic and operational plans and reports.• Coordinated and delivered high quality support to country programmes on MEL enabling colleagues to effectively manage and monitor projects yielding positive results and embedding learning into future projects.• Improved data collection methodologies and tools resulting in the capturing and analysis of outcome level results for health projects in Ethiopia and Zimbabwe.• Coordinated a cross organisatoional project with advisors to improve processes and ways of working on all areas of PCM which led to the development of a resource hub and improved guidance, tools and support for country programme staff. This included mentoring and training local organisations on MEL, proposal development, project delivery, report writing, budget management, donor compliance and grant management.
