  Peter held positions of progressively increasing responsibility and complexity during his career as a commissioned Coast Guard officer. He commanded military units at both the O-5 and O-6 level, and managed boat forces and logistics support, as well as aviation forces. A helicopter pilot by training, he was qualified in six different types of rotary wing aircraft, and served as an Instructor Pilot. Staff assignments provided him with experience in operating and capital budget development, policy formulation, and strategic planning.
