  Appointed in February 2011 for the position Superintendent for the Promotion of E&P Bidding Rounds (SPL), responsible for coordinating, planning and promoting bids for oil and natural gas exploration and production activities. The Superintendency also has as attribution the coordination planning and promotion of natural gas transportation service bids. At SPL, he managed the work of reviewing and improving the E & P contracts and the procedures adopted by the ANP for the bids, as well as the work of analyzing the qualification of companies to operate in the Brazilian O & G industry. In 2013, he coordinated the planning and execution of three bids for E & P: the 11th Round of Bids, the First Aucction of Production Sharing (Libra - R $ 15 billion Bonus) and the 12th Round of Bids. Between 2013 and 2015, in close collaboration with the Natural Gas Directorate of the Ministry of Mines and Energy and the Superintendence of Commercialization and Movement of Natural Gas of ANP, coordinated the modeling of the Tender for Natural Gas Transport Activities, the first in Brazil after the promulgation of the Gas Law. Represented the ANP in national and international meetings and events; Participated in discussions with ministries and representative entities of the sector and gave presentations in Brazil and abroad on the Brazilian oil and gas industry.   As undersecretary for oil, gas and energy in the state of Rio de Janeiro for only 3 months, had the privilege of contributing to this very strong and promising state in the energy segment.Unfortunately, a change in command at the State Economic Development Secretariat caused the end of this work cycle.During this short period, the State concluded the process of improving the regulatory framework for the natural gas free market.In order to make the best use of natural gas from the pre-salt, which will reach the state in abundance, was created a working group where we interact with many stakeholders to diagnose the strengths, weaknesses, opportunities and threats (SWOT) for market development, in order to eliminate bottlenecks and create a business environment favorable to the monetization of natural gas in the State.Initiatives for partnership, such as memorandum of intent; technical cooperation agreement; joint environmental assessment, etc. were established in the context of the WG in order to deepen understandings and contribute to the development of industrial hubs for monetization of natural gas in different regions of the State.During the management as the head of the undersecretariat of oil, gas and energy, was created a project to recover the Campos Basin and improve the business environment, which forsee initiatives such as supporting and contributing to PROMAR; promoting contract renewal / signing; attracting investments for E&P and stimulating the shipbuilding industry, including decommissioning activities and / or reusing offshore production units.In the context of energy transition, in addition to promoting partnerships for the State Energy Planning elaboration, based on experiences of countries / states analogous to RJ with regard to the potential for fossil and renewable energies, was also promoted solar energy to sets housing and public buildings; encouraged the use of biogas and wind energy in the State of RJ, among other iniciatives.
