Seeks opportunities to influence policy, raises funds for HPA projects from in-country donors, and increases the profile of HPA in Sierra Leone. • Maintains communication with HPA London on project development, funding, financial matters and social/economic/political developments in Sierra Leone that may affect current/future HPA operations. Show less Summary of role• Provide overall management of HPA's programme staff in Sierra Leone, ensuring proper financial and general management of initiatives, faculty and office administration, and timely quality reporting.• Represents HPA in Sierra Leone in the promotion of excellent relationships with central and local government departments, international organisations, other NGO's and in-country donors, ies.• Maintains regular communication with the Country Director, Finance Manager, and London office on project management, funding, financial matters and social/economic/political developments in Sierra Leone that may affect current/future HPA's operations, and with other Country Offices on technical issues and lessons learnt.• Responsible for the development and implementation of annual work plans, detailed implementation plans (DIPs), and budget matrices. • Support and work with Project Managers to formulate adequate and timely responses to internal and external influences which affect or have the potential to change project progress. Develop skills, approaches, systems and procedures (where they are inadequate for the country programme) for the country programme that will be applied uniformly across all projects to improve consistency and synergies across projects• Review monthly /quarterly narrative reports from project managers and partners, and submit to Country Director. Prepare draft Donor and HQ reports for review by Country Director and ensuring they are presented on time and of agreed quality. Prepare monthly programme reports, quarterly, bi-annual and annual country office reports and circulate to the entire country team and London office. Report to the ¬¬¬¬ Country Director and London office on the progress and problems of current HPA projects in the country• Deputize the Country Director and act in that capacity whenever the CD is either on leave vacation or out of the country on official assignment. Show less • Oversee the overall Implementation and management of all projects activities, anticipating change and responding appropriately. Line manages field staff attached to the project. Take the lead role in the planning and implementation of all project activity and ensure expenditures are within the budget line. Ensure detailed implementation plans and individual work plans are developed, monitored and regularly updated.• Liaise with donors, Government ministries and other NGOs with issues relating to the project under my responsibility Manage Project budget; liaise regularly with the Finance Officer and keep budget matrix updated on a monthly basis.• Establish a close working relationship with partner agencies, government agencies, and communities, ensuring their full participation, commitment and ownership of the project. Communicate regularly with Freetown officer via the Programme Manager.• Prepare internal project reports and contribute to the preparation of Donor reports.
