    • Community Investment Corporation

      Apr 2015 - Apr 2017

The City of Chicago and Community Investment Corporation (CIC) created the Trouble Buildings Initiative (TBI) to make code enforcement a priority to improve rental properties. This effort involves the City's Law Department, the Building Department, the Police Department, and CAPS program, in addition to the Department of Housing and Economic Development. CII/CIC staff act as an agent for the City and for the court in taking action against persistently troubled multifamily properties. At the court’s request, staff performs a feasibility analysis on a building. If warranted, the court appoints CII to be receiver on a property and to make court ordered repairs, which are paid for by TBI funds. CII records liens against the properties and ultimately recovers much of the expenditures for repairs. If an owner does not pay off a receiver lien, CII can foreclose and obtain title to the property. Show less Community Investment Corporation (CIC) is the Chicago metropolitan area’s leading lender for the acquisition, rehabilitation, and preservation of affordable rental housing. CIC financing provides badly-needed investment in credit-starved communities and ensures affordable housing for Chicago’s workforce. CIC’s innovative financial programs make the Chicago region a better place to live, work, and do business. Additionally, a City of Chicago initiative, the Micro Market Recovery Program (MMRP) encourages neighborhood development and reinvestment in 13 designated Target Areas throughout the city. The program brings together local community partners, City of Chicago departments, and other resources organizations to keep residents in their homes, to reoccupy vacant buildings, and to help new and current owners invest in the area. CIC is the lead agency in the Chatham and Woodlawn MMRP. Show less
