      Completed thirty-one weeks of formal academic training in Quality and Reliability Engineering followed by 2½ years of rotational assignments at Long Beach Naval Shipyard (LBNS), Naval Air Engineering Station (NAEC), and Naval Ship Weapons Systems Engineering Station (NSWSES).Specialized in the design of mechanical systems, non-destructive test and evaluation, reliability engineering, and material testing. Co-lead an extensive NAEC Non-destructive Evaluation/Inspections Research Program that resulted in the development of new techniques and procedures for critical aerospace equipment. Developed a computerized stress analysis program for the TERRIER 55-B Radar Set as NSWSES Reliability Project Engineer. Show less

Thirty years of experience leading, directing, managing, and implementing the independent engineering test, evaluation, and assessment of state-of-the-art technologies and systems for the Department of Defense (DoD) and the Department of Homeland Security (DHS).Fourteen years in key leadership positions: Performance Assessment Chief Engineer, Acting Director of the Navy Metrology Engineering Center (Measurement Science Department), and director of the Metrology Engineering, Force Level Assessment, Test Systems Assessment, and Fleet Assessment divisions. Established the US Navy Metrology Benchtop (METBENCH) automated calibration system as its first Program Manager (PM) and directed its early development and design. Led a nationwide, multidisciplinary team of engineers and analysts from contractor, government, and military agencies as Chief of Analysis for the PEO TSC Interoperability Task Force (ITF). Led and managed the assessment programs for the developmental and operational tests of the AEGIS AN/SPY-1 Radar System, Command and Decision System, and CEC. NSWC Corona Command Matrix Manager for the Evolved Sea Sparrow Missile (ESSM) Missile System Program Office.
