      Administer the Pikes Peak Regional Medical Response System (RMRS) program, a regional healthcare coalition, for the City of Colorado Springs and the partnering counties of El Paso, Teller, Park, Lake, Chaffee, Pueblo and Fremont. Lead the process to establish, evaluate, implement and revise regional plans to ensure an all-hazards approach and address the five mission areas of emergency management (prevention, protection, mitigation, response and recovery). Assess the needs of the medical community and promote effective interagency communication and collaboration. Ensure that regional plans, tools and Memorandums of Understanding are effectively communicated with appropriate city and county representatives, first responder agencies, public health officials, medical personnel, and external contractors. Serve as the Pikes Peak RMRS healthcare coalition representative at various local, regional, state, and national meetings. Provide professional and technical advice to the Offices of Emergency Management, department heads, planning groups, the medical community, civic groups, and the general public. Meet frequently with federal, state, and local officials and other stakeholders to review procedures and make improvements to the RMRS program. Provide Public Health and Medical support to activated Emergency Operations Centers as needed. Chair and oversee the Healthcare Facility Evacuation, Medical Surge, Long-term Care, Healthcare Sustainment and Strategic Planning workgroups.       Serve as the primary point of contact for the City of Colorado Springs and the counties of El Paso, Teller, Park, Lake and Chaffee with regard to the Homeland Security Program. Coordinate and structure the planning, training and exercise activities related to the All Hazards and Homeland Security programs. Facilitate multi-jurisdictional planning activities related to homeland security efforts, including regional risk and capability assessments, data calls, and the regional multi-year training and exercise plan. Submit regular reports to the Colorado Division of Homeland Security and Emergency Management and the South Central All-Hazards Region Executive Board. Build and maintain effective working relationships with community partners, stakeholders, and project-related contractors.
