  Tasked with assisting in the stabilizing of personnel and managerial issues, improving the budget, revamping and upgrading documentation and technical capabilities and overseeing a staff of up to 12 with 3 or more direct reports. Additionally charged with directing the operation of the server farm, the city’s network operations and augmenting the police department’s in-house technical staff. Worked with city personnel in reviewing and defining budget requirements for the current and follow-on fiscal years, identified several areas where risks existed and recommended remediation steps to reduce and/or eliminate those concerns. Collaborated with staff to make certain proper backup and recovery procedures were in place and working.Directed the operations and maintenance of a 600-user LAN/WAN with 50 servers and three Exchange servers, providing full lifecycle systems engineering support and development services to the cities of Mountain View and Campbell. Stabilized anti-virus environment by implementing a centralized service, provided tier II/III support to on-call technicians with regard to servers, MS Exchange, and network appliances. Developed disaster recovery plans, capacity planning guidelines, and migration strategies. Determined firewall issues and oversaw upgrade and repair of the city’s firewall and managed transition from Windows NT 4.0 domain to Windows 2003 Active Directory domain, supporting the migration from Exchange 2003 to Exchange 5.5 for the City of Campbell. Show less Tasked with overseeing all projects, personnel, billing to departmental services for the IT infrastructure division. Budgets were in disarray and the network consisted of a patchwork of Windows, Novell and mainframe components, many in non-approved or improperly equipped data centers. Main focus was to bring all aspects of Technical Services into compliance with Solano County guidelines, ensuring that the policy and procedures manual was current with State and Federal regulations, and overseeing the upgrading and day-to-day operations of the network servers, over 3,500 desktops and all of the various department’s technical projects and needs.Presented a budget proposal to the county, gaining approval for an initial budget of approximately $3 million and later was increased budget of $6 million. Provided training, mentoring and evaluation for staff, developed IT plans for several new buildings, oversaw the migration of Exchange 5.5 to Exchange 2003 and migration of Windows NT4.0 to Windows 2003 Active Directory environment.. Obtained the Microsoft Certified Partner credentials, providing additional resources and training to staff at a significantly reduced cost, reducing overhead expenses and improving the profit before taxes valuation. • Reduced the number of file servers deployed by approximately 50% by implementing a NAS/SAN solution.• Lowered the time required to backup the infrastructure and restore missing or deleted files by implementing Disk-to-Disk and Disk-to-Tape backup procedures.• Cut domain controllers from 55 to 10 by migrating to Active Directory, and reduced the number of NT domains from 27 to 13.• Saved approximately $600,000 by developing an RFP to implement VOIP capabilities in the new County Administration Center and Probation buildings, versus using PBX technology. Oversaw a network consisting of Unclassified and Secret networks located throughout the Naval Amphibious Base Coronado, as well as in Guam and Bahrain. Chartered with developing policy and procedures to produce consistent results. Also tasked with monitoring budget requirements, working with vendors to obtain quotes for new equipment and/or software, replacing equipment and/or software, ensuring classified network remained secure, managing day-to-day operations and helpdesk support.Implemented What’s Up Gold monitoring services to manage network connectivity issues, implemented a secure Optiva Terminal Services server to support encrypted classified communications between the field units and headquarters, and instituted a daily procedure to review server logs for abnormalities and report suspected issues. Installed Eagle Technologies Raptor Software firewall to add additional protection, instituted a centralized anti virus server to help keep more than 3,000 desktops and servers current with the latest anti virus patches.
