   Develop procedures for programming and budgeting for operation, maintenance, and Civil repair work. Establish a direct link between the maintenance and operations plan and the entity's mission, goals, and objectives, as they relate to maintenance. Acted as contact for client's communication with field personnel. Ensure the right selections of all building materials since this decision will directly impact the cost of future maintenance by close coordination with the Planning & Design Section during the design phase. Ensure the proper construction or installation to improve satisfactory performance from the outset and reduce maintenance and repair requirements. Select the most cost-effective method of maintenance, i.e., outsourced contracts. Implement plan to improve the methods of determining professional staffing required for field-level facilities management. Improve work methods and procedures to increase the productivity of the maintenance personnel and reduce overtime of maintenance personnel. Provide related progress status and issues and prepare reports to concerned manager. Allocate, supervise and control Civil and engineering outsourcing contractors to provide a standard level of facility in terms of operations. Ensure the effective use of diagnostic techniques for determining the need for Civil maintenance and repair.
