      Co-authored research reports for the Fifteenth Finance Commission on questions of constitutional law pertaining to Article 293 and the Seventh Schedule of the Constitution, and led a team that drafted a Public Finance Management Bill cited by the Commission in its report. Advised several Ministries of the Government of India on issues of law and policy through legal research and legislative drafting. Worked on independent projects in constitutional law, including a report on Centrally Sponsored Schemes under Article 282 and forthcoming books on the office of the Governor and on the constitutional history of Article 370. Helped set up the Hidayatullah National Law University chapter of the Kautilya Society, a legal and policy research student initiative supported by Vidhi. Show less

      Worked on various inter-disciplinary projects, in collaboration with Prof. Balveer Arora, in the area of Indian federalism, including on topics such as India's multi-level response to the COVID-19 pandemic, the judicial journey of Indian federalism, and developing a new framework for public health emergency laws in India. Delivered a lecture in 2019 as part of CMF's Special Lecture Series titled 'Asymmetric Federalism and State Autonomy: Jammu and Kashmir' (Lecture no. 145) on the abrogation of Article 370. Also presented a paper titled "An overbearing Centre: The Constitution and India's COVID-19 response" in a session of the Hanns Seidel Foundation's Asia Federalism Dialogue 2020 series, and made a presentation titled "Concurrent but not cooperative: Constitutional & legal gaps revealed by India's COVID-19 response" at the International Munich Federalism Days 2023, co-organised by Hanns Seidel Foundation and Eurac Research.       Worked on inter-disciplinary research projects that explored the constitutional, regulatory, and federal dimensions of India's fiscal architecture and governance, on topics including human capital, public financial management, and off-budget borrowing. Worked in close collaboration with Prof. Anoop Singh, Distinguished Fellow, CSEP and Member, Fifteenth Finance Commission of India, and my research contributions have been published in the form of discussion notes, working papers, peer-reviewed journal articles, and newspaper op-eds. Also helped organise several CSEP seminars on these themes, including some in collaboration with the International Monetary Fund and the World Bank. Show less
