      Ms. Clamons manages a diverse team of environmental professionals tasked with providing expertise and support to all TxDOT Divisions and Districts to deliver projects on time and in compliance with Federal and State environmental laws for water and biological resources. The Natural Resource Management (NRM) section also works with internal and external stakeholders to research the interaction of transportation infrastructure with the natural environment. In the near term, we are focused on programmatic conservation and mitigation efforts for protected species and water resources to streamline project delivery and maximize conservation benefits where practicable. Successes include: o Negotiated a significantly revised memorandum of understanding with the Texas Parks and Wildlife Department for the review of TxDOT projects to reduce the number of projects reviewed and time in review while achieving joint conservation goals.o Negotiated a 214 agreement with the U.S. Army Corps of Engineers Galveston District to provide dedicated staff to expedite review of TxDOT projects.o Implemented continuous improvement measures for natural resources guidance and documentation to streamline documents while increasing compliance and consistency and decreasing risk to projects, districts, and TxDOTo Established clear and consistent expectations for NRM staff and hold monthly one on one meetings that have improved communication, boosted morale, and improved overall employee satisfactiono Added three members to the now 11-member NRM team, restructured and reorganized the section to better align skill sets, and established team leads Show less Serving as the TxDOT liaison to the US Fish and Wildlife Service (USFWS), Ms. Clamons is responsible for reviewing consultation documents and tracking all consultations under the Endangered Species Act (ESA). She provides assistance to TxDOT Districts and staff on issues, rules and regulations related to the ESA and other related regulations. Ms. Clamons also coordinates monthly meetings with USFWS. She develops and maintains advanced familiarity of all listed species and habitats and in particular, develops and maintains expertise on effects of transportation and infrastructure on these resources. Ms. Clamons keeps abreast of current environmental developments in assigned fields, including laws, regulations, policies and procedures regarding these species, their habitats, as well as transportation issues in general. She also reviews federal and state public notices, policies and legislation.As the Training Lead for the Natural Resources Management Team, Ms. Clamons solicits and identifies training needs and opportunities for District and/or Division staff. She develops, reviews, and coordinates, and provides training modules, workshops, webinars, etc, in natural resource laws, rules, regulations, policies, procedures, and issues, and coordinates with other parties (TxDOT staff, agency staff, etc) to do the same.
