      Responsible for developing Agency-wide strategic direction for criminal investigations and operations. • Authored annual program direction document and developed first-generation metrics to evaluate field accomplishments. • Restructured the General Crimes Directorate to create a distinct Operations & Investigations unit and a Program Management unit. Developed and documented specific roles and responsibilities for each position in the directorate.• Exercised oversight of the reassignment of personnel into each unit. Oversaw a staff of 40 and directly supervised three Supervisory Special Agents in the conduct of over 20 espionage investigations and other counterintelligence matters. Directed efforts of investigations, operations, and surveillance teams. Extensive coordination with IC counterpart agencies.• Worked with the Federal Bureau of Investigation to initiate a significant espionage investigation that ultimately resulted in the arrest and conviction of 4 people involved in the mishandling of classified information and for acting as agents of a foreign power. Using business fraud-loss norms, demonstrated the estimated loss due to fraud of $2.3 billion via DoN Acquisition programs over a 5-year cycle.
