Moved laterally to Construction Branch in 1985 and served as Construction Manager for ROICC Moffett FIeld, CA and ROICC Fallon,NV until 1987, providing training and contract adminstration support to construction management teams.

      Managed and executed strategic planning for the Pacific Ocean Division (POD) of the US Army Corps of Engineers (USACE), covering districts in Hawaii, Alaska, Japan and Korea, in coordination with HQ USACE in Washington, DC, to serve national goals and objectives. Worked to develop and execute the division wide Implementation Plan in concert with each of the Districts' Operational Plans to ensure consistency in working toward the national goals. Also served as the POD representative to participate on the HQ USACE project delivery team for input to the national USACE Campaign Plan. Show less As a professional Civil Engineer, I was in charge of military and host nation construction offices in Hawaii and Japan. From 1987 to 1994, I was in the Honolulu Engineer District and worked my way up from a Contract Negotiator, Project Engineer, to Resident Engineer (RE) and Administrative Contracting Officer (ACO) of the Hawaii Family Housing Resident Office, in charge of new construction and repair of all military housing on Oahu for all services. From 1997-2001 I worked in the Japan Engineer District as a Program Manager for a year on the Iwakuni Runway Relocation and then re-promoted back to construction as the Yokota Air Force Base RE and ACO for the remaining three years during the planning for the Yokota Runway Rehab project, and execution of the Japan Host Nation construction program on base. Upon returning to Hawaii in 2001, I worked at Tripler Army Medical Center as an IDIQ Project Engineer issuing and managing construction on multiple award task order contracts, and then became the Schofield RE and ACO from 2002 to 2007 in charge of the Whole Barracks Renewal Program at Schofield and Wheeler Army Airfield. Served for 2 years as Honolulu Authority for Rapid Transportation (HART) Construction and Utilities Engineer, providing oversight on the West construction contracts and managing and executing utility agreements. Training Hawaii Department of Transportation Highways Division in Construction contract administration. Assisted the Hawaii District Department of Transportation with construction manangement of Hurricane Lane emergency repair work by running a slope repair project and a bridge foundation rehab project. Now assisting on the Leeward Bikeway from Kapolei to Waipahu involving 2 bridges over streams attached to navigable waters, historical railway and ancient fishponds, endangered species habitats and relocation of multiple utilities.
