      As an acting Sergeant for six months I directly oversaw the night shift of the largest public University in Massachusetts. My responsibilities included ensuring patrol rifles as well as AED and medical equipment were properly assigned to officers prior to shift. I was responsible not only for shift operations but for organizing written plans for and supervising of special event details being sure to maintain proper span of control. Main areas of investigation… Show more The School of Public Policy of the University of Massachusetts has selected James Sullivan as a nominee for the 2018 edition of the Massachusetts chapter of the American Society of Public Administration Best Capstone Competition 2018.Capstone Abstract:Massachusetts was one of five states to legalize the recreational use of cannabis in 2016. This study assesses expected challenges and opportunities of cannabis legalization in the town of Deerfield, MA. Main areas of investigation include: public health, youth behavior, crime, local economics, banking, and public finance. Our methodological approach is informed by a thorough review of recent peer-reviewed scientific literature and includes three components.First, we interview Deerfield’s local officials and implement an online survey targeting the local population to map residents’ concerns and wishes with respect to the implementation of cannabis legalization.Second, we design and implement an additional survey in communities comparable to Deerfield in Colorado and Washington, states that undertook legalization as early as 2012. This survey data allows us to explore the experience of residents’ post-implementation of cannabis legalization.Third, we perform a comparative analysis of the results from the pre- and post-implementation surveys to identify possible best practices and policy recommendations.Our analysis suggests that several pre-implementation concerns identified by residents of Deerfield do not emerge in post-implementation communities.
