      Enlisted, Warrant Officer, Limited Duty Officer, Unrestricted Officer. Final duty station I served as the Military Liaison Officer for the Marine Corps to the Federal Aviation Administration (FAA); direct representative of the Headquarters Marine Corps Deputy Commandant for Aviation and was directly responsible to the FAA for all aviation events (mishaps, flight violations, etc.) that involved Marine aviators and air traffic controllers. Participated and supported the major efforts of the Airspace Working Group (AWG) to create, modify, and publish changes to military special use airspace required for military flying units’ train and prepare for combat operations. Was a member of the Domestic Reduced Vertical Separation Minima (DRVSM) team that developed, tested, and published the new standards for civil and military aircraft separation criteria above Flight Level 290.       Served as the Coordinator, Policy Board on Federal Aviation (PBFA) and Homeland Defense of Strategy, Plans, and Resources. Coordinated and compiled various administrative requests/requirements for the PBFA Executive Director. Conducted a review and rewrite of the DoD Instruction 5030.19, DoD Responsibilities on Federal Aviation and National Airspace System Matters, reviewed and modified the DEPSECDEF task to the Executive Director for DoD UAS access in the National Airspace System, coordinated several FAA requests for essential NAVAID support required by all the military services, and participated in various Joint Planning and Development Office (JPDO) efforts and requests for DoD to support to the integrated product teams (IPT’s) in their efforts to create the next generation air transportation system. While assigned to the Homeland Defense Office of Strategy, Plans, and Resources assisted in redefining the aviation security and air defense initiatives. Performed the duties as one of the members of the strategic writing team responsible for producing the Presidential Directive for the “National Strategy for Aviation Security”, which provides policy and guidance to the inter-agency and the Department of Defenses (DoD) by outlining each organizations role and responsibility for this new strategy. Member of the Joint Planning and Development Office (JPDO) for the Next Generation Air Transportation System (NGATS). As a member of the Agile Air Integrated Process Team (IPT) participated in the design of NGATS, helped draft the road-map that outlines how the capacity in the air and on the ground will transform from 2010 to 2025. Also served as a member of the Shared Situational Awareness (SSA) IPT formed to examine layered, adaptive security and network enabled information access which will require users to adopt new technology and concepts for secure air travel. Assisted in the coordination of all airspace requirements within the Department of Defense (DoD) and Department of Transportation (DOT), resulting in greater Navy/Marine Corps aircraft access to the National Airspace System (NAS). My air traffic control experience was essential in providing important analytical analysis of air traffic control regulations and procedures to Chief of Naval Operations (CNO), Director, Air Warfare (N98) on proposed Federal Aviation Administration (FAA) policies that could impact the Navy/Marine Corps aviation mission.       Expeditionary Air Traffic Control Deputy Program Manager

      As the Deputy Program Manager for Expeditionary ATC Systems program, I coordinate/manage funding for 15 contracts worth approximately $120M in the FYDP and lead a cross competency team of over a 100 geographically dispersed individuals located at SPAWAR Pacific, NAWCAD, and NAVICP. The systems currently encompassing my program are the AN/TPN-31 (V)7 Air Traffic Navigation, Integration and Coordination System (ATNAVICS), AN/TSQ-263 Tactical Terminal Communication System (TTCS), AN/TSQ-120C Control Tower, AN/TSQ-216 Remote Landing Site Tower (RLST), AN/TRN-44A Tactical Air Navigational Aid and the AN/TRN-47 ManPortable Tactical Air Navigational Aid. All these systems/programs are in sustainment with a focus on obsolescence mitigation, all are non-ACAT replacement programs with a primary focus on meeting schedule, reducing costs, supporting training, and meeting real world deployment requirements. Completed $70 million ATNAVICS primary radar range extension upgrade, increasing the primary radar range coverage from 25 to 60 miles. Developed and processed $39 million Engineering Change Proposal (ECP) for Airfield Mobile TACAN (AMTAC) designed to replace the obsolete AN/TRN-44A TACAN. Processed $36 million in various ECPs to replace obsolete radios, communications switch, voice recorders, mobilize tower down shelter, replace generators, and environmental control units in all expeditionary systems. Coordinated and obtained approximately $40 million dollars of Overseas Contingency Operations (OCO) funding used to create two additional ATC detachments, restore systems returning from Operation Iraqi Freedom (OIF), and provide sustainment support of systems deployed supporting Operation Enduring Freedom (OEF). Drafted and processed on an annual basis Program Objective Memorandum (POM) issue sheets in the amount of $50 million dollars requesting additional funding to support budget shortfalls identified in the execution of MATCALS ECPs, FST/ISEA and Depot support areas.       I am now the OAS Program Manager supporting the FAA Air Traffic Safety Oversight Service (AOV) Credentialing program. My team is responsible for providing contractor support to manage the existing AOV Credentialing Database while developing an enhanced program database that supports current, future, and cross governmental requirements for Control Tower Operator Certificates and FAA AOV credential. The scope of work also includes supporting the regulatory policy development regarding the criteria for issuance of air traffic control certificates and the FAA AOV credential. Show less Sharpening my UAS knowledge by participating in the virtual FAA UAS Symposium Episode 1 & 2, looking at UAS Service Suppliers (USS) for the Federal Government while also assisting in the development/refinement of Business Development practices within our company. I have several other projects I am involved with and hope to continue to expand my aviation expertise with the DoD and FAA.Assisted in the evaluation and policy development of a DoD Unmanned Traffic Management (UTM) Concept of Operations (ConOps) for DoD Unmanned Aircraft Systems (UAS). My technical expertise has been used to share an understanding of how the DoD conducts UAS operations today via Certificates of Authorization (COA) and I have been directly responsible for writing the following sections in the Draft DoD UTM ConOps; Background, Current DoD UAS Operations, Counter UAS integration, use of UTM procedures to manage DoD UAS operations within Special Activity Airspace (SAA) and 14 realistic Scenarios that DoD UAS could employ to safely deconflict and mitigate the risk associated with flying UAS within the NAS. My military and acquisition expertise was used to outline the DoD UAS roadmap for integration into UTM by detailing how DoD UAS operations vary from routine UAS operations transitioning from military airfields and other remote locations to SAA and sensitive UAS operations in SAA and domestic airspace supporting real world events such as Disaster Relief, Search and Rescue (SAR) and potential Counter UAS response. These DoD UAS operations would include Visual Line of Site (VLOS) and Beyond Visual Line of Site (BVLOS) DoD UAS operations from military airfields to SAA or urban environments within the National Airspace System (NAS).
