The project has had a positive effect on pedestrian safety along South Fern Street and the connecting roadways. The additional sidewalk and marked crosswalk are being used daily by residents and visitors. The project provides connectivity from the west for pedestrians who no longer need to cross the street to continue walking along South Fern Street. Improved sight lines make theintersections safer for both drivers and pedestrians. Moreover, the narrowed roadway widthallowed the creation of additional green space all while maintaining appropriate vehicular travel lanes and parking on both sides of the street.Washington and Kirkwood Special GLUP Study +The Washington Boulevard and Kirkwood Road Special GLUP Study presented a number of highly unique challenges due to a number of factors. The planning team developed a highly sophisticated and innovative planning process to address the challenges in a comprehensive and time sensitive manner that also enabled extensive community engagement. The work program and process employed interdepartmental staff as a highly-integrated team. The resulting report and Concept Plan presented a level of detail, analysis, clarity, and comprehensiveness that was acclaimed by all parties involved in the planning process. The Special GLUP Study + process was conducted with the Planning Commission’s Long Range Planning Committee (LRPC) over a highly compressed six-month time-line, and on November 18, 2017, the County Board adopted the Study’s recommendations and Concept Plan with a minimum number of amendments.
