  Phil was recruited to strategically develop and lead start-up operations in Bucks County, Philadelphia and New Jersey; and to develop new, sustainable Agency, Municipal and Private Development business in the region and across the company. Phil develops relationships within the communities TPD serves by cultivating and maintaining governmental relationships, serving on key Boards and participating in regional business organizations.
