      As the Assistant Supply Officer and Principal Assistant for Services, USS GEORGE WASHINGTON (CVN 73), Mr. Clague led the efforts of over 500 people responsible for meeting the daily financial management planning and execution, food service, retail operations, laundry, barber, banking, hazardous material management and supply chain management requirements required to sustain operations of a nuclear powered aircraft carrier and its 5000 Sailor and Marine crew.

      As the Deputy Director, Business and Financial Management and Life Cycle Engineering and Support, LPD 17 Program Office, Mr. Clague developed, justified and executed a $14 billion budget to design, construct and outfit 12 new, revolutionary U.S. Navy amphibious ships. He initiated and managed innovative systems engineering resulting in projected Total Ownership (TOC) savings of 20% (over $4 billion dollars). He conducted frequent, detailed Earned Value Management (EVM) of four shipbuilding contracts valued at over $3 billion. Mr. Clague defined and managed, as the Contracting Officer’s Representative (COR), an annual $50 million professional engineering contractor support effort (250 people). He developed highly innovative plans and policies and implemented strategies in preparation for the award of the Navy’s first Full Service Contract for life cycle and engineering support management of the LPD 17 ship class. Mr. Clague developed and initiated Best Value strategies to integrate a commercial Full Service Contractor into existing government logistics infrastructure; addressing issues such as, funding, existing capabilities, legacy data systems, contract structures, and legislative considerations. Show less Mr. Clague provided Strategic Planning and Business Operations to Naval Surface Warfare Center Dahlgren Division’s Weapon System Program Office (WSPO) responsible for all NSWC DD’s Combat System efforts. This effort required his engagement at the highest levels of the command and across all business and engineering operations. He developed and provided over 19 different training presentations outlining the DoD and DON Acquisition and PPBE processes to NSWC DD WSPO personnel with the intend of increasing their professional knowledge and job effectiveness. Mr. Clague developed several funds planning and execution management analysis and reporting models which were implemented throughout the WPSO as a means to understand funding requirements and action points necessary to sustain NSWC DD’s customer support which adhering to DON Working Capital Fund (WCF) ERP implementation. On a daily basis, he was engaged in ensuring closer and more timely integration of WSPO business operations personnel with the organizations that provide NSWC DD’s Combat Systems Development and Integration funding. These organizations included all Naval Sea Systems Command related PEOs and Missile Defense Agency’s (MDA), Aegis Ballistics Defense Program Office. Show less Mr. Clague provided financial management, PPBE, acquisition and cost estimating support to the PEO IWS Chief Financial Office (PEO IWS F). He was the PEO IWS F subject matter expert for requirements generation, execution, and funds execution reporting of over $1.5B of PEO Carriers and Ships funds allocated to PEO IWS for execution. This effort required Mr. Clague to interact daily across the entire PEO IWS enterprise with all IWS Major Program Managers (MPMs), all SIPMs and numerous PEO Carrier and Ships program offices. He advised, supervised, coordinated and conducted staff actions associated with all PEO IWS F SIPM and shipbuilding combat systems issues and programs. He performed and supervised PEO IWS financial technical analysis and assists in drafting PEO IWS F financial policies, charters and processes. He was extensively involved with PEO IWS F’s development, documentation, implementation and execution of PEO IWS financial management, PPBE and cost estimating processes. In particular, he led all PEO IWS F’s System Integration Program Manager (SIPM) support such as efforts to reduce IWS provided DDG 113-121 GFE support costs by 50% and annual business planning/Tasker Nine process development, implementation and product review efforts. His significant engagement in PEO IWS F’s ERP management included his coordination of contractor support ERP role assignment and Responsible Cost Center (RCC) access assignments. Show less Mr. Clague provided financial management support to the ACAT 1D LPD 17 Program Office’s Government Furnished Equipment (GFE) manager. His support included analysis of LPD 17 Class GFE requirements, cost estimates and budget and POM inputs. He provided innovative cost reduction analyses of LPD 17 GFE and Test Team budgets. These oversight activities in the Government Furnished Equipment (GFE) and Test Program requirements areas specifically led to over $150M reduction in LPD 17 program costs. He provided training to LPD 17 GFE PARMS, including PEO IWS MPMs, in the proper use of NAVSEA standard GFE cost requirements documentation and funding procedures. Also, Mr. Clague provided support to the LPD 17 Program Business and Financial Manager (BFM) where he led a team of eight (8) financial support analysts. This support include development of program office Shipbuilding and Conversion, Navy (SCN), Operations and Maintenance, Navy (O&M,N), Other Procurement, Navy (OPN) and Research, Development, Test and Evaluation, Navy (RDT&E,N) Congressional Briefing, acquisition program office reports, and budget exhibits.
