      Administrative Services Commander: Managed and supervised Community Relations/Crime Prevention, including Drug Abuse Resistance Education (D.A.R.E.), School Resource Officer, Police Explorers and Volunteer Programs. Served as Emergency Services Coordinator, Public Information Officer and Systems Administrator for all Police Department Computer Systems and Police Budget Administrator. Managed Records, Property and Evidence, Personnel and Training, Fleet Maintenance and Facilities. Established a Disaster Team of city employees and completed the city's mandated Disaster Plan. Drafted and oversaw adoption and implementation of a False Alarm Ordinance. Served as police representative on Planning Department's Design Review Committee. Investigations Bureau Commander: Managed and supervised the Investigations Bureau, Special Enforcement Team, Warrant Entry Team, Records, and Personnel and Training.Improved departmental perception, interdivisional cooperation and overall efficiency of Detective Bureau. Partnered with community, City Staff and other law enforcement agencies to enhance safety of city. Served as City liaison for fire and animal control contracts. Implemented street sweeping parking enforcement program, sought and obtained traffic grant to expand Traffic Bureau and added Commercial Enforcement Officer. Re-instituted Reserve Police Officer Program, enhanced gang enforcement efforts by adding an officer to the Tri-Agency Resource Gang Enforcement Team (TARGET), initiated partnership with the O.C. District Attorney’s Office for a civil gang injunction and the California Department of Justice Gang Suppression Team (GSET), migrated drug and gang education program from DARE to SAFE, collaborated with Boys and Girls Club to obtain gang prevention grant and assumed responsibility for entire City’s Information Technology. Policing responsibilities include Patrol, Investigations, Parking Enforcement, Records and Communications and Code Enforcement also managed animal control and crossing guard contracts. Improved relationship with majority Chinese population, worked with Council to amend municipal code for medical marijuana, residency restrictions for sex registrants, overnight parking, false alarms and barking dogs, initiated Department participation with regional SWAT Team and DEA drug task force.
