      As the Supervisor of Structures for Amtrak in the Philadelphia Division which encompassed the area that Amtrak ran within the City of Philadelphia and from Philadelphia to Harrisburg I was responsible for the management, supervision and coordination of over 180 union craft laborers and foremen in the Division’s Structures Department which was responsible not only for the day to day divisional maintenance needs associated with Amtrak’s stations, buildings, bridges and right of way, but also the division’s capital improvement projects associated with buildings and bridges.       As a Department Manager in the Southeastern Pennsylvania Transportation Authority's (SEPTA) engineering and construction division, I was responsible for the entire management/supervision of the rail facilities department and for the implementation, management, and oversight of all of SEPTA's rail capital improvement projects consisting of both the design and construction of major track and structure improvements (including stations) and systems improvements.

      Presently as part of the Capital Program Management Consultant Assignment with the Delaware River Joint Toll Bridge Commission I am a Program Area Manager serving as one of the core staff of professionals assisting with the Commission’s $1B Capital Program. To date various tasks have included: design and construction services procurement; design and constructability reviews; lead role for the development of Requests for Proposals (RFPs) for both Design and Construction Management and Construction Inspection Services procurements for several of the Commission Projects; and providing Project Management and Technical Reviews on several other major Commission bridge and highway projects. Additionally, I have assisted the Commission with several emergency work tasks on their facilities necessitated by Floods of 2005 and of 2006 and of September 2011. I have also reviewed and evaluated Professional Services Proposals as a major Lead of the Commission’s Evaluation Committee and provided recommendations to the Chief Engineer and the Executive Director pertaining to these types of procurements. Responsibilities also include coordination with Design and Construction Management Consultants and Contractors; scheduling and participating in status meetings; change management; contract administration; tracking projects' scope, schedule and budget; providing technical reviews for Consultant submissions; and informing and coordinating project status with the Chief Engineer. I have been on this assignment from October 2005 to the Present.From April 2003 to October 2005 I was the Project Manager for the Construction Management Contract with Amtrak on Amtrak’s 1st Avenue Fire and Life Safety Ventilation Project in New York City. From May 2000 to April 2003 I was the Lead Construction Manager for the $500 million design, build, operate, and maintain (DBOM) transit system along the 35-mile corridor running from Camden to Trenton in southern NJ (RiverLine).
