Subcontract workforce of around 250 people.The role required extensive management of a wide range of subcontractors to ensure compliance with the strict terms of the head Contract. Main issues were quality of work, time management, OSH compliance, planning and scheduling of work. A significant amount of liaison with the Dept of Public Works, NSW was also essential in ensuring the success of the contract as the DPW was under close scrutiny to show the benefits of selecting long term performance based contracts for the maintenance of their assets.· Quality Assurance, Sydney Water Board.   Manager of Asset Maintenance section responsible for all maintenance of infrastructure. 196 receival sites, 4 Ports and Metro Grain Centre. Replacement value $3.6 bill. Maintenance covered electrical, mechanical, civil and structural disciplines for storage structures and bulk materials handling equipment. Section was treated as a separate cost centre and I had full responsibility for budget preparation and management to ensure annual costs were within budget. Section consisted of 100 people with 6 senior staff reporting directly to me. I was responsible for performance appraisals, training and development of staff, resourcing, EBA negotiations with Unions, etc. The role also required extensive reporting to Executive Management and the CBH Board.During this period we carried out major restoration of the Kwinana Grain Jetty. Jetty consists of concrete deck on 850 piles. Berthing length is 290m. Channel depth of 17m. Work covered removal and replacement of reinforcing and concrete to soffit of deck and crosshead beams, replating and coating of piles, replacement of gravity fenders and installation of cathodic protection.I was also responsible for design review of Capital Projects, site layouts and assessment and justification of major remedial works.   Numans was established as a Building Company in 1987. During 2007 they moved into accommodation villages for the mining and construction industries. Their model was to build, own and operate the villages with a major anchor tenant and the remaining rooms available for short term accommodation. As Technical Services Manager (and the only Engineer in the company) I was responsible for the full development of the Villages from concept designs and development applications, construction through to establishment of maintenance plans for the operational phase of the village. My role covered building selection and procurement, services (water, power, sewage and communications) roads, pathways and landscaping.I was also involved in the commercial modelling of projects and the preparation of proposals to prospective tenants.The role provided me with great insight into various modular and in-situ construction options and materials, BCA compliance and sustainability issues, including insulation, building materials, solar power generation, heat pump hot water units, Wells rated appliances, Energy ratings, etc. It required extensive liaison with Numans staff, Consultants, Contractors and Suppliers. This required extensive transition and mobilisation planning to ensure a smooth transition for a critical service.Assisted with the bid process for the ISA’s. New contracts are an alliance structure and the bid required extensive assessment of MRWA requirements, alignment of goals and objectives, internal staff training and development in preparation for the contracts.
