  Advocacy Strategy on Urban Poor Settlement Upgrading in Phnom Penh, Cambodia

  Advocacy Strategy on Urban Poor Settlement Upgrading aims to improve the capacity of the Cambodian SNAs in participatory, integrated and sustainable urban planning and land management in order to upgrade the urban poor settlements, and ensure access to basic services for vulnerable communities. To do so, the action will upgrade the Urban Poor Settlement called the “Stung Meanchey canal Community” located in four villages in the Stung Meanchey Commune Muoy, Stung Meanchey Khan, Phnom Penh. It will build on the existing plans and enhance local capacities to implement and enforce them, foster coordination between different levels of administrations, and lobby for the engagement of the ASAC in the National Committee for Land Management and Urban Planning and the National Committee for Housing.   Provincial Spatial Plan in Mondulkiri (PSP-MDK) aims to determine the envisaged future spatial structure of the province and assigns corresponding functions to the different areas of the provincial territory. PSP-MDK plays critical roles for sustainable development in the Northeast province of Cambodia as: • it reviews and considers the characteristics of the province within the region• it identifies and analyses existing spatial structures and patterns of spatial development• it formulates the desired overarching spatial structure of settlements and infrastructure, open space and areas with particular functions, as well as their interrelation, based upon the local need and potential and in compliance with national directions (PPPS)• it designates functions for the different urban and rural areas and formulates corresponding measures promoting sustainable development• it provides direction, orientation, and restrictions to the subsequent Land Use Master Planning of districts and municipalities within the province• it provides a reference to mid-term development planning and investment programming of the province.PSP-MDK has been implemented based on 6 steps including Preparation and launch of the Provincial Spatial Planning Process; Situation Analysis; Invision the future; Spatial Development Strategies; Implementation, Mornitoring, Evalucation and Plan upgrading; and Finalization of the Planning Process.   - The Second Urban Environmental Management in the Tonle Sap Basin Project (TS-2) will improve urban environmental services in Battambang, Serei Saophoan and Stung Saen, three of Cambodia’s provincial cities located around the Tonle Sap lake. The project will also improve institutional effectiveness to provide sustainable services and support an improved policy and planning environment for wastewater and solid waste management. - The Fourth Greater Mekong Subregion (GMS) Corridor Towns Development Project (GMS CTDP-4) will improve urban services and enhance regional economic connectivity in provincial capital towns of Kampong Cham, Kratie, and Stung Treng along the Greater Mekong Subregion (GMS) Central Corridor in Cambodia. The project will finance key urban environmental infrastructure and enhance institutional effectiveness with a focus on private sector engagement and information and communication technology (ICT)-based public management systems, and the policy and planning environment forregional economic connectivity. The project will also improve institutional effectiveness to provide sustainable services and support an improved policy and planning environment for wastewater and solid waste management. Show less
