  Assess and provide recommendation for highways and lead local flood authority requirements in respect of planning applications. To assist with the provision of the highways and drainage input into the development plans and proposals in respect of highway matters. Attend various public, private and parish council meetings to provide comments from the highways and lead local flood authority. To monitor construction works undertaken in furtherance of S38/S106/S278 agreements. Ensure highway requirements in relation to planning applications are complied with. Calculate figures for Bonds in respect of S38/S278 Agreements. Undertake speed surveys with which to promote appropriate traffic calming measures. Carry out feasibility studies, consultations, outline and detailed designs (including calculations and drawings) of improvements schemes of all varieties and values. Supervise highway contractors. Deal with emergencies and planned events outside normal working hours. Assess Land Drainage Consent Applications and issue certificates of approval.
