This was my first job and I was responsible for maintaining the Master Resource Planning System (MRPS) where I performed system enhancement works as well as adhoc reports generation. The system was developed in C and hosted on a HP-UX server. I also functioned as a system administrator where I run backups, configuration setups, end-user supports and accounts housekeeping.

  NCS is a leading IT and engineering services provider in SIngapore as well as in the region. I was stationed at the Ministry of Health (MOH) of Singapore and was employed as a Software Engineer before promoted to senior rank two years later. I undertook the application development and maintenance of healthcare applications developed in Visual Basic, PowerBuilder, MS Access and mainframe applications in Natural/DB2. During the maintenance process, I strictly adhere to the Quality Management System (QMS) of NCS which includes maintaining the documentations, acceptance testing, servicing change requests and ensured tasks were completed within the given timeline. Among the systems maintained are the SIngapore Medical Council Registration System, Health Registry Systems (Powerbuilder, Oracle, SQLPlus), Sperm Bank System (Natural/DB2), Check Your Health (ASP, VBScript, SQL Server), Adverse Drug Reaction System, Cosmetics Control Unit Licensing System, Smoking Control Unit Registry System, Public Enquiry Management System, Inventory Control System (VB, MS Access, Crystal Report, SQL Server).I also involved in the Year 2000 system testing and changes.   CSC Singapore is an IT services company that provides end-to-end IT solutions such as system integration,outsourcing, consulting and planning. I was outsourced to the Infocomm Development Authority (IDA) of Singapore for two years. I functioned as an IT Project Manager for the Attorney General's Chambers (AGC) of Singapore and reporting to the Information System Manager, who was also from IDA.I managed vendors for application development and maintenance projects, which includes companies like NCS, HP and Crimson Logic. My responsibilities were to ensure tasks were performed in accordance to the service level agreements as stipulated in the maintenance contracts. I also ensured deadlines are met for development works.The main systems I managed were the Case Management System (VB/Oracle) , Versioned Legislation Database System (Perl , Apache, iPlanet), E-Room Booking Systems (Lotus Domino), e-Leaves System (Powerbuilder, Oracle). I also involved in acquiring the first ISO2000:9001 certification for AGC's Computer Information System DIvision, involved in AGC's first Disaster Recovery Exercise and pioneer member of AGC;'s Knowledge Managerment System, where I involved in the requirement studies of AGC's first KM system.   Cyber Business Network (CBN) is in the business of providing intelligent business solutions through innovative use of technology, software development, web-based content management and outsourcing services.This was a short-term contract where I was given the opportunity to explore web technologies. I was especially involved in the development of the Singapore Chinese Chambers of Commerce's online e-Learning system. The tools used were ASP.NET and SQL Server.

  The National Library Board of Singapore (NLB) promotes reading, learning and information literacy by providing a trusted, accessible and globally-connected library and information service through the National Library and a comprehensive network of Public Libraries. I was an IT Project Manager with NLB currently and was placed in the Technology and Innovation (TNI) division. I managed the development of web-based Application systems in the library domain, which includes integration and interface with other systems, especially the core Library Management System via web services.I also managed the maintenance of web-based application systems, e-Kiosks in the libraries, Corporate blog sites, SMS & email Library reminder services to ensure the availability of the system operations. I am also experienced in NLB's e-Learning systems, including development of e-courses, having project managed the development and maintenance of several e-learning systems like Moodles, Sumtotal and CommonTown. The project management tasks includes the calling of tender for the procurement of the e-learn systems.I also procure IT services for application development and maintenance as well as IT professional manpower via the Government tenders and ITQ.I also managed vendors which maintained the IT projects for NLB as well as in-sourced developers which developed and maintained NLB systems. Besides that, I also worked with other government agencies like Govtech, National Heritage Board (NHB), People's Association (PA) and Ministry of Finance (MOF) on cross ministry projects. Show less
