      as Director of the Office of Equal Opportunity and Workforce Services, (Civil Rights) I was responsible for the management of Civil Rights and Workforce Services for employees, civilians, and the minority, small and disadvantaged business community statewide. Managed the following programs that met and exceeded government compliance expectations: Workforce Development Programs/Units: On-the-Job Training Program (OJT), Disadvantaged Business Enterprise Program (DBE, WBE and MBE), Historically Underutilized Businesses (HUB), Small Business Enterprises Program (SBE), Contractor Utilization, DBE, MBE and WBE Contract Goal Setting, NC Statewide Uniform Certification/Unified Certification Program (UCP), Commercial User Function (CUF) and Joint Venture Program (JV).       I am an advocate for small businesses, my goal is to help increase opportunities for minorities, women and persons with disabilities in state government procurement and contracting including encouraging state purchasing officials to identify and utilize HUB/DBE vendors. Serves as the manager on duty when Director is not present or out of office. I am the senior point of contact for the SWUC Program (which includes HUB certification and re-certification). Also assist the project owner, purchaser or general/prime contractors in achieving HUB goals by identifying Small and HUB firms to bid on advertised and/or informal projects. In addition, I serve as the liaison between the owner and purchaser (State Government), and general contractors, suppliers, subcontractors and consultants; provide Small and HUB businesses with assistance and technical training, and builds relationships with the contracting community, nonprofit organizations, and others who serve Small and HUB businesses.
