      Travel documents are used to readily and reliably confirm the identity of the persons and thereby enable seamless and secure international travel. Travel documents are, however, only as satisfactory as the quality of the information and identification-related systems behind their production, issuance, control and inspection. In consideration of this, the travel document field is rapidly evolving into the broader sphere of identification management.ICAO’s leadership and activities in travel documentation policy and operational matters have made a significant contribution to enhanced aviation security and facilitation, notably through uniform and progressive travel document standards and specifications, assistance to States in implementing effective travel document systems, by means of the ICAO Public Key Directory (PKD), which provides States with a single automated ePassport validation service.The ICAO PKD is an ePassport inspection tool that was created at the request of Member States under the aegis of ICAO to securely and expeditiously facilitate the sharing of globally trusted and validated public keys required to verify and authenticate ePassports. The PKD acts as a central broker, managing the multilateral exchange of certificates and certificate revocation lists, which are used to validate the digital signature on the chip. Any attempt to alter or add to data on the chip is immediately detected when checks are made against the certificates and revocation lists provided by the PKD. The ICAO PKD is beneficial to document issuers and border control authorities. PKD membership assures worldwide recognition of a State’s ePassport, allowing its citizens to cross borders easily.
