      Project programmer

      I engaged with customers to conceptually scope projects and prepare the documentation to request and compete for government funds to execute the projects. I used higher headquarters provided models to prioritize individual projects and prepare prepare the entire installations construction program for competition at the highest levels. I prepared the documentation for Military Construction projects for review by Congress to consider including in the Federal Budget.

      As a Civil Engineer Officer I'm responsible to engage with customers to scope, design, write specifications, manage execution, and inspect construction projects executed both via DoD contractors and Air Force Airmen. I lead teams from 1 to over 100 personnel from varying levels of skill and knowledge and manage the programs maintaining the entire installation including utilities and services, power generation and distribution, facility maintenance and repair, and construction. I ensure the effective use of government funds and resources to support the installation mission. I act as the Installation Emergency Manager executing the Air Force equivalent of the National Incident Management System including filling the Emergency Operations Center Manager position, ensuring the Incident Commanders are prepared and capable, and keeping senior leaders trained and informed as to the status of the Disaster Response Force. I support Fire and Emergency Services as well as Explosive Ordnance Disposal training, operations, and resources. Show less I was responsible for ensuring operational readiness of all infrastructure and facilities for USAF installations located in the Republic of Korea. I managed a 5-year Host Nation Funded Construction program in excess of $2B. I reviewed, prioritized, and advocated for approval and funding for emergency repairs, modifications, and upgrades to maintain installation readiness and resilience at all times. I set the theater's infrastructure and facilities to operate in support of any mission required at any time in an effort to maintain regional stability and operational readiness. Show less I studied in the School of Engineering and Management and completed a 72+ hour program and earned a Masters in Engineering Management. My thesis work was on solar products that replaced the paved surface of roads, sidewalks, bike paths, etc. I specifically looked at their applicability on US Air Force installations as a means of energy security and autonomy and to reduce the energy cost of the US Air Force. I worked with the leading manufacturers of these products, one out of Idaho and the other from the Netherlands. Show less I was responsible for all aspects of the Air Force Incident Management System (equivalent to the US National Incident Management System) infrastructure, training, and operations for the entirety if the installation serving a population of approximately 16,800 personnel and partnering with two other installations, four wings total. I was also responsible for the training, operations, logistics, and administration of a team of 11 Airmen on the first response team to enter, detect, presumptively identify, and monitor all-hazard chemical, biological, and nuclear threats. Lastly, I was responsible for the expeditionary training, equipping, deploying, and supporting of approximately 140 Airmen across 10 technical specialties to any location in the world. Show less I stepped in to fill the Operations Flight Commander role for a year due to deployments, overseeing all technical shops maintaining the entire airfield and installation. This included customer service, logistics and material control, service contract evaluators, high and low voltage electricians, interior and exterior plumbers, power production, Heating/Ventilation/Air Conditioning/Refrigeration technicians, heavy equipment operators, carpenters, locksmiths, alarm technicians, and more. I ensured all required maintenance as well as minor renovations and repairs were executed in a timely and cost efficient manner. After completing a year in this role, I assumed my position as the Operations Engineering Element Commander overseeing just the customer service operators, logistics and material controls, service contract evaluators and the recycling center. In this role I led work planning and management, quality control, and inventory management. Show less I was assigned funded projects and coordinated with the customers to fully flesh out their scope of work including all relevant construction specifications per the Unified Facilities Design criteria, equipment specifications, facilities capabilities, and customers requirements. Once projects were awarded to a contractor, I evaluated their execution with a team of technical inspectors to ensure the contractor's work was satisfactory. I also worked with the contractor's management team to solve problems and ensure timely and cost effective delivery. Show less I led a team of peers in the development of project scopes and documentation to compete for funds at levels at and above my immediate higher headquarters. I provided training and advised senior leaders on which projects scored well and how to adjust projects so that they would be more competitive for funding. I executed quality control on all program documents including documentation destined for Congressional review to consider funding Military Construction projects as part of the annual budget.
