      Led the planning, smart meter/WiMAX network installation, and maintenance of the first operational advanced metering infrastructure (AMI) system in the State of Hawaii, made up of over 5600 housing units at Lend Lease's Army Hawaii public-private partnership, Island Palm Communities, LLC. In addition, held responsibility for the bid, vendor selection, negotiation, and management on multiple service, labor, and materials contracts worth over $2M.Assigned regional responsibilities in December 2008 that included an additional 2500 housing units and subsequent utilities contract, vendor, and operations management at Lend Lease's public-private partnership with the U.S. Air Force in Hawaii, Hickam Communities, LLC.Successfully spearheaded negotiations for reduced water and sewer calculation methodologies with the U.S. Air Force, resulting in $1M of budgeted annual savings.Lend Lease's Island Palm Communities LLC (f/k/a Army Hawaii Family Housing LLC) is a partnership between developer Lend Lease and the U.S. Army.       Serving as Public Private Ventures (PPV) Division Director and Senior Program Manager at NAVFAC Pacific. Responsibilities include representing the Navy's ownership interests in 6 public-private limited liability corporations for privatized military housing in California, Hawaii, and Washington, with oversight for development, long-term asset, and annual property management operations. Accountable for over 36,000 family and 2,300 unaccompanied housing units, with annual budgets in excess of $500M for operations and $200M in capital improvements in CY24. Executive Steering Group member for the Navy and Marine Corps' military construction and contracting execution agent in the Pacific Area of Operations.NAVFAC is the Naval Shore Facilities, Base Operating Support, and Expeditionary Engineering Systems Command that delivers life-cycle technical and acquisition solutions to Fleet and Marine Corps priorities. Show less Served as the Government's representative as minority owner of Ohana Military Communities, a 50-year public-private partnership with Hunt Companies to build, maintain, and renovate Navy and Marine Corps family housing in the Navy's Hawaii Region as part of the Military Housing Privatization Initiative (MHPI).Completed Government oversight of the design, development, and construction phases of Hunt Companies' $160M Hawaii PPV Phase 6 project to build 260 family housing units in January 2018.Functioned as primary liaison between Marine Corps Base Hawaii Installations and Logistics Directorate and local Hunt Companies Executive team, focusing on negotiations for the ~$80M annual operating budget, ~$5M annual recapitalization plan, partner incentive fee payouts, and business agreement amendments. Show less Managed the team responsible for the systematic collection, analysis, validation, and on-time delivery for all customer utility consumption data as part of NAVFAC Hawaii's Utilities and Energy Management Division at Joint Base Pearl Harbor-Hickam, currently consisting of over 2500 facilities and approximately 400 tenants, generating ~$480M in annual revenue in FY2014.Successfully led local user acceptance test team that was selected by NAVFAC Headquarters as pilot site for an enterprise-wide utility billing system software upgrade in FY2013; completed database query schema updates, executed weekly functionality testing, and as the initial cutover site, created process documents that were implemented worldwide across the NAVFAC corporation.Initiated and implemented process improvements that resulted in a 34% increase in billing accuracy with a $22M decrease in billing error adjustments for fiscal year 2011; continued improvements netted an additional 8% increase in accuracy and $11M decrease in error adjustments in fiscal year 2012. Promoted to Utility Business Services Supervisor in August 2011, with additional oversight of staff responsible for ~$200M in utility accounts payable, GIS mapping, meter reading operations, and program metric development.
