  I was named as Tampa Bay Water's first General Counsel in 1992. De la Parte and Gilbert was the principal lawyers for Tampa Bay Water's predessor, the West Coast Regional Water Supply Authority from 1976-1992. I was the firm's primary representive for the period 1984-1992.

  I was the in-house general counsel for the Lee County Regional Water Supply Authority was in existence. The Authority was composed of Lee County and the Cities of Cape Coral and Fort Myers and responsible for water supply planning in Southwest Florida.
