Directly involved since the inception of a $15M Request for Proposal (RFP) from the Navy. Instrumental in the development of the final proposal submitted to the Navy to complete pre-prototype demonstrations, testing, and full scale manufacturing engineering of critical components requiring meticulous review an approval of engineering design drawings. Interfaced with over 60 contractors, providing individual Requests for Quote (RFQ). Validated details of each quote to ensure it adequately encompassed all statement of work (SOW) requirements. Provided recommendations and justification for contractor selection and inclusion in to the final proposal which led to cost reductions greater than $250K. Developed Basis of Estimates (BOE) for internal labor pool and subcontractors for entry into final proposal. Participated in iterative negotiations with Navy contracts team and subcontractors to reach final contract award amount. Folllowing award, continues to personally manage 18 subcontractors located throughout the United States which provide services of manufacturing, engineering, forging and machining, and welding. Responsible for conducting kickoff meetings at subcontractor facilities. Responsible for subcontract procurement submissions to the Chief Financial Officer (CFO). Develops unique SOW’s and utilizes Costpoint 7 to issue purchase requisitions in excess of $3.5 Million. Led detailed purchase requisition review sessions with the CFO, providing itemized estimates and cost comparisons to justify subcontractor down selection process.
