In this role I specialised in GST & HFE analysis, including foresting GST shares and contributing towards Queensland's responses for the 2025 CGC Methodology Review. Key achievements included:*Technical lead for Queensland’s submissions in response to the transport assessment. This work cumulated in preparing three substantial written submissions totalling over 150 pages and developing a formal presentation for the CGC. To complete this work, I conducted complex statistical analysis, completed an extensive academic literature review, and collaborated with stakeholders from multiple other states and TMR. This analysis and academic evidence directly resulted in significant changes in the transport assessment, providing an annual benefit to Queensland of between $250-$375 million annually from 2025-2030. *Technical lead for Queensland’s proposals for the Commonwealth Grants Commission's Future Work Program. This included substantial work researching issues with current ABS geographies, demographic and census shortcomings for Indigenous communities, and the compounding impact of different contributors of socio-demographic disadvantage (socio-economic status, Indigenous status, and remoteness).*Technical lead for Queensland’s submissions in response to the roads, biodiversity & landscape protection, services to communities, land tax, wages, welfare, socio-economic status, and geography. This included providing substantial written submission and developing presentations based on detailed statistical analysis and academic research. This research included developing ecological profiles for several remote Queensland national parks to outline the importance of maintaining and protecting these areas for Australia’s natural heritage, while communicating complex conservation policy actions to non-specialist audiences.Other work undertaken in this role included policy and forecasting for gambling revenue and being the lead author for the Tax Expenditure Statement.
